Թվում էր՝ հեղափոխությունից հետո ցանկացած պաշտոնյա պիտի հստակ հասկանա, որ նախկին կառավարության ամենաթողությունը, վախի ու սպառնալիքի մթնոլորտի առկայությունը նոր Հայաստանում տեղ ունենալ չեն կարող , բայց ցավով պիտի արձանագրեմ, որ դա այնքան էլ այդպես չէ։

 

Բանն այն է որ Կոտայքի մարզպետ Ռոմանոս Պետրոսյանը, ով բացարձակ չի համապատասխանում կառավարության կողմից անընդհատ հնչեցվող արդար սկզբունքներին, Կոտայքի մարզում «չորով հարց լուծելու» քաղաքականությունն է որդեգրել։ Իրեն ամենակարող համարող մարզպետը, դատախազությամբ վախեցնում է մարզի համայնքապետերին՝ պահանջելով հրաժարվել իրենց զբաղեցրած պաշտոններից, այլապես անձամբ կմիջամտի, որպեսզի նրանք հայտնվեն բանտում, կամ, իր իսկ բառերով ասած՝ «կնստցնի» նրանց։

Անընդհատ հնչեցվող անհիմն սպառնալիքները փաստում են այն մասին, որ մարզպետը չի գիտակցում, թե որոնք են իր հիմնական գործառույթները մարզում և համայնքապետերի ընտրությունն ըստ օրենքի ինչպես է կատարվում։

Միանշանակ մարզպետի վարած այս քաղաքականությունը չէր կարող երկար ժամանակ ծածուկ մնալ և բազմաթիվ թերթեր և լրատվական կայքեր անդրադարձել են մարզպետի ոչ ադեկվատ գործողություններին։ Կոտայքցին, ով պայքարում էր ազատ Հայաստան ունենալու համար, պարտավոր չէ հանդուրժել նման մարզպետի, ով իրեն կալվածատեր է համարում, իսկ մարզպետի «հերոսությունները» կարող են մարզի բնակչության շրջանում նոր բողոքի ալիք բարձրացնել, ինչը բնականաբար արդարացված ու տեղին կլինի։ Որևէ մարզի բնակիչ չի կարող հանդուրժել տեռորն և ահաբեկումը իր մարզի ղեկավարի կողմից:
