ՀՀ Ազգային Ժողովը երկրորդ ընթերցմամբ և ամբողջությամբ ընդունեց կառավարության կողմից ներկայացված օրենսդրական նախագծերի փաթեթը: «Արմենպրես»-ի փոխանցմամբ՝ սեպտեմբերի 6-ին մեկնարկած ԱԺ արտահերթ նստաշրջանը գումարվել էր կառավարութան նախաձեռնությամբ:

ՀՀ արդարադատության նախարարությունն ԱԺ-ին առաջարկում է վարչական իրավախախտում համարել նախընտրական քարոզչության ժամանակ թեկնածուների, կուսակցությունների ու կուսակցությունների դաշինքների կողմից բարեգործության անվան տակ ընտրողներին անհատույց կամ արտոնյալ պայմաններով դրամ, սննդամթերք, արժեթղթեր, ապրանքներ տալը, խոստանալը կամ ծառայություններ մատուցելը։ Վարչական պատասխանատվություն կսահմանվի նաև բարեգործության հետ միաժամանակ նախընտրական քարոզչություն իրականացնելու համար: Առաջարկվող փոփոխություններով քրեական պատասխանատվության կենթարկվեն ոչ միայն կաշառք բաժանողները, այլև ստացողները։ Նախատեսվում է նաև քրեական պատասխանատվություն սահմանել ներկայում հանցագործություն չհամարվող մի շարք արարքների՝ ընտրողի կողմից կաշառքի առաջարկին համաձայնելու, կաշառքի խոստումն ընդունելու, կաշառք խնդրելու, սեփական քվեարկության գաղտնիությունը դիտավորությամբ խախտելու համար:

Սեպտեմբերի 6-ին ԱԺ-ն առաջին ընթերցմամբ կողմ քվեարկեց նախագծին, սակայն պատգամավորները ՀՀ արդարադատության նախարարի առաջին տեղակալ Արթուր Հովհաննիսյանին խնդրեցին նախագծերի փաթեթում որոշակի հստակեցումներ կատարել մինչև երկրորդ ընթերցումը:

Սեպտեմբերի 7-ին Արթուր Հովհաննիսյանը պատգամավորներին ներկայացրեց կատարված փոփոխությունները, ըստ որի՝ պատգամավորների բոլոր առաջարկություններն ընդունվել էին գործադիր մարմնի կողմից:

ԱԺ-ն երկրորդ ընթերցմամբ միաձայն ընդունեց կառավարության ներկայացրած օրենսդրական նախագծերի փաթեթը:

ՀՀ արդարադատության նախարարությունն ԱԺ-ին առաջարկում է վարչական իրավախախտումհամարել նախընտրական քարոզչության ժամանակ թեկնածուների, կուսակցությունների ուկուսակցությունների դաշինքների կողմից բարեգործության անվան տակ ընտրողներինանհատույց կամ արտոնյալ պայմաններով դրամ, սննդամթերք, արժեթղթեր, ապրանքներ տալըկամ ծառայություններ մատուցելը։ Վարչական պատասխանատվություն կսահմանվի նաևբարեգործության հետ միաժամանակ նախընտրական քարոզչություն իրականացնելու համար: Առաջարկվող փոփոխություններով քրեական պատասխանատվության կենթարկվեն ոչ միայնկաշառք բաժանողները, այլև ստացողները։

Նախատեսվում է նաև քրեական պատասխանատվություն սահմանել ներկայումհանցագործություն չհամարվող մի շարք արարքների՝ ընտրողի կողմից կաշառքի առաջարկինհամաձայնելու, կաշառք խնդրելու, սեփական քվեարկության գաղտնիությունը դիտավորությամբխախտելու համար:

Օրենսրդրական նախագծերի փաթեթի փոփոխությունները կգործարկվեն սեպտեմբերի 23-ինկայանալիք Երևանի ավագանու արտահերթ ընտրություններում:
