Նիկոլ Փաշինյանը բացատրեց անցումային արդարադատության էությունը

Հայաստանի Հանրապետության վարչապետ Նիկոլ Փաշինյանը Մոսկվայում ռուսաստանաբնակ հայ գործարարների հետ հանդիպմանը բացատրեց անցումային արդարադատության էությունը: Ինչպես Մոսկվայից հաղորդում է «Արմենպրես»-ի թղթակիցը, Փաշինյանը շեշտեց, որ անցումային արդարադատությունը ոչ թե հակաօրինական կամ օրենքից դուրս գործիք է, այլ դա կարող է տեղի ունենալ միայն օրենքով սահմանված կարգով, Սահմանադրության շրջանկաներում, ինչը  միջազգայնորեն ընդունված երևույթ է:

«Դա որևէ կերպ չի կարող բիզնեսի հետ առնչվել: Դա կարող է առնչվել միայն կոռուպցիայի և կոռուպցիոն երևույթների հետ: Դա որևէ ձևով չի կարող առնչվել բիզնեսի և սեփականության հետ: Սեփականության վերաբաշխում չի լինելու: Բայց ես չեմ բացառում, որ կոռուպցիոն դեպք լինի, երբ պարզվի, որ մի շատ բարձրաստիճան պաշտոնյա ունի տասնյակ միլիոն դոլարների ակտիվներ և ունեցվածք, և Հայաստանի օրենսդրությամբ սահմանված կարգով այդ գողացված ակտիվները վերադարձվեն Հայաստանի Հանրապետությանը»,- ընդգծեց վարչապետը:

Նա հավելեց, որ ստիպված են լինելու գնալ այս ճանապարհով, որովհետև կարող է պարզվել, որ մեր ազգային հարստության շատ մեծ հատվածը ծվարած է օֆշորային գոտիներում: «Մենք հո չե՞նք կարող դրա հետ համակերպվել: Անցումային արդարադատությունն այն մասին է, որ մենք կարողանանք միջազգային կառույցների հետ համագործակցությամբ գտնել այդ ակտիվները և հետ բերել»,- մանրամասնեց Փաշինյանը:

Վարչապետը սակայն նկատեց, որ չեն գնալու այդ ճանապարհով, քանի դեռ դրա շուրջ հանրային լայն համաձայնություն չլինի, հաշվի առնված չեն լինի բոլոր մտահոգությունները, քանի դեռ չկան երաշխիքներ, որ դա այլ երևույթների վերածվի: «Մեզ համար ամենակարևորը վստահությունն է Հայաստանում տեղի ունեցող գործընթացների նկատմամբ: Այդ վստահությունից թանկ մենք ոչինչ չունենք»,- եզրափակեց վարչապետը:
