Վարչապետը Արցախի կարգավիճակի վերաբերյալ որոշում կայացնելու միջոց է համարում համաժողովրդական հանրաքվեն

ՀՀ վարչապետ Նիկոլ Փաշինյանն Արցախի կարգավիճակի վերաբերյալ որոշում կայացնելու միջոց է համարում  ժողովրդի կամարտահայտությունը՝ հանրաքվեն: 

ԱԺ պատգամավորների և կառավարության անդամների միջև հարց-պատասխանի ժամանակ վարչապետը նման տեսակետ հայտնեց` անդրադառնալով ՀՅԴ անդամ Արմինե Կյուրեղյանի հարցին:

Ըստ Կյուրեղյանի՝ հանրահավաքի ընթացքում վարչապետը նշել էր, որ Արցախի հարցը լուծողը ժողովուրդն է, և եթե ինչ-որ տարբերակ լինի, կներկայացնի ժողովրդին և ժողովորդը կորոշի: Պատգամավորը հետաքրքրվեց՝ արդյոք վարչապետն Արցախի հարցի լուծումը պատկերացնում է հանրահավաքում հարցադրումո՞վ և «այո» կամ «ոչ» պատասխաններ լսելո ՞վ:

«Այդ ելույթում խոսել եմ նաև հանրաքվեների ինստիտուտը ուժեղացնելու մասին: Բնականաբար, Արցախի կարգավիճակը պետք է որոշվի ժողովրդի կամարտահայտմամբ: Ես կարծում եմ` հասկանալի է, որ նման հարցերը պետք է լուծվեն համաժողովրդկան քվեարկության միջոցով: Եթե ես և կառավարությունը մտածենք, որ որևէ  տարբերակ կա, որն արժե ներակայացնել ժողովրդին, ապա այդ  ներկայացման տարբերակը հանրաքվեն է»,- նշեց Փաշինյանն ու հավելեց` իսկ հանրահավաքներն այդ համաժողովրդական հանրաքվեի նախապատրաստության, քարոզչության շրջանն են, որը օրենքով նախատեսված! է:

Վարչապետը շեշտեց` հասկանալի է, որ այդ կարգի հարցերը պետք է ժողովրդի կամարտահայտմամբ լուծվեն: Եվ ինքն, իհարկե, նկատի է ունեցել դա: Փաշինյանը նկատեց` հանրահավաքում կարելի է ներկայացնել, սակայն դա չի նշանակում, որ մի հանրահավաքով կարելի է  որոշել Արցախի հարցի լուծման ճակատագիրը:
