«Փաստ» օրաթերթը գրում է.

Բնական է, որ իշխանության համար հայտնի ձայնագրությունը մարտահրավեր է թե՛ երկրի անվտանգության առումով, թե՛ ներքաղաքական եղած իրողությունների: Իհարկե, Հայաստանն առաջին երկիրը չէ, որտեղ նման սկանդալներ են տեղի ունենում: Խնդիրը, սակայն, ոչ թե բուն սկանդալն է, բուն ձայնագրությունը, դրա բովանդակությունը կամ էլ մրցակիցների պոտենցիալ հրճվանքը այդ ձայնագրության հրապարակման առիթով: Խնդիրն այն է, թե ինչպես է համակարգը, այս դեպքում իշխանությունը՝ որպես պետության գործառույթներն իրացնող մարմին, արձագանքում այս սկանդալին: Որևէ պետություն, նույնիսկ ամենաուժեղ պետությունն ապահովագրված չէ նման սկանդալներից, որոնք կարող են հրահրվել թե՛ ներսից, թե՛ դրսից: Կարող ենք մի շարք օրինակներ բերել, որոնք հայտնի են հանրությանը: Սակայն կարևորն այստեղ ընկալելն է, որ արդյունավետ պետությունը անարդյունավետ պետությունից տարբերվում է ոչ թե նման սկանդալների բացակայությամբ, այլ տվյալ պետության, վերջինիս իշխանությունների ու ուժային կառույցների արձագանքով: Ցավոք, թե՛ ԱԱԾ ու ՀՔԾ պետերի ասուլիսը, թե՛ Փաշինյանի ելույթը ավագանու ընտրության քարոզարշավի հանրահավաքում մտայնության տեղիք են տալիս, որ արձագանքը բավական հագեցած է տագնապներով ու վախերով, սպառնալիքներով ու հակահեղափոխության մասին հերթական շահարկումներով: Ողջունելի է, որ նախկինի նման չի որդեգրվում ջայլամային քաղաքականություն և սկանդալի դերակատարներն անմիջապես ասուլիս են հրավիրում, բայց նույն ոգևորությամբ հնարավոր չէ ողջունել այն փաստը, որ նույն ասուլիսի ժամանակ հնչում են ոչ թե կոնկրետ դեպքի առիթով պարզաբանումներ, այլ հակահեղափոխության մասին շահարկումներ: Իսկ որ ամենակարևորն է, անհասկանալի ու նաև վտանգներով լի է ռեյդերի անցկացման ուղիղ հրամանը հանրահավաքից: Վտանգն այս դեպքում վերաբերում է ոչ միայն քաղաքական քաոսի պոտենցիալ ունեցող իրավիճակին, այլև իշխանության կողմից հայտնի դեպքին ի պատասխան ամբողջ զինանոցը ի ցույց դնելուն և քաոտիկ տեռորի վտանգին: Ստացվում է, որ տեղի է ունեցել դավադրություն ներսի կամ դրսի ինչ–որ դերակատարների կողմից, իսկ իշխանությունը սրան հակադրում է իր ամբողջ զինանոցը: Հարց է ծագում՝ հաջորդ նմանօրինակ դեպքում ինչ զինանոցով է պատասխանելու իշխանությունը, գուցե «սամասուդի» կոչերո՞վ, ինչի ակնարկն արդեն արվեց նույն այդ հանրահավաքում:
