Զոհրաբ Մնացականյանը բացման խոսքով հանդես եկավ Ցեղասպանության մասին ՄԱԿ- ի կոնվենցիայի ընդունման 70-ամյակին նվիրված քննարկմանը

ՄԱԿ-ի Մարդու իրավունքների խորհրդի 39-րդ նստաշրջանի շրջանակներում սեպտեմբերի 13-ին տեղի ունեցավ Ցեղասպանության հանցագործությունը կանխարգելելու և պատժելու մասին ՄԱԿ-ի կոնվենցիայի ընդունման 70-ամյակին նվիրված բարձր մակարդակի քննարկում, որի կազմակերպումը ամրագրված էր 2018թ. մարտի 23-ին Ժնևում ՄԱԿ-ի Մարդու իրավունքների խորհրդի 37-րդ նստաշրջանում կոնսենսուսով ընդունված Հայաստանի նախաձեռնած Ցեղասպանության կանխարգելման վերաբերյալ բանաձևով: Այս մասին տեղեկացրին ՀՀ արտաքին գործերի նախարարության լրատվության և հանրային դիվանագիտության վարչությունից:

Մարդու իրավունքների խորհրդի նախագահ Վոյիսլավ Շուչի նախագահությամբ կայացած քննարկմանը բացման խոսքով հանդես եկան Հայաստանի արտաքին գործերի նախարար Զոհրաբ Մնացականյանը և ՄԱԿ մարդու իրավունքների գերագույն հանձնակատար Միշել Բաչելետը: Ելույթով հանդես եկան ՄԱԿ-ի գլխավոր քարտուղարի տեղակալ, ցեղասպանության կանխարգելման հարցերով հատուկ խորհրդական, Ռուանդայի միջազգային քրեական դատարանի քարտուղար Ադամա Դիենգը, Միջազգային քրեական դատարանի և Նախկին Հարավսլավիայի միջազգային քրեական դատարանի դատավոր Կիմբերլի Պրոստը, ՄԹ Միդլսեքսի համալսարանի միջազգային իրավունքի պրոֆեսոր, Լեյդենի համալսարանում միջազգային քրեական իրավունքի և մարդու իրավունքների պրոֆեսոր Վիլյամ Շաբասը և Արդարության, ռեպարացիաների աջակցության և կրկնության բացառման երաշխիքների հարցերով հատուկ զեկուցող Ֆաբիան Սալվիոնին:

Ողջունելով ներկաներին՝ նախարարը նշեց, որ Հայաստանը հանձնառու և վճռական մարդու իրավունքների օրակարգի, ատելության հողի վրա հանցագործությունների, այդ թվում՝ ցեղասպանությունների կանխարգելումն առաջ մղելու շարունակական ջանքերին։

ՀՀ ԱԳՆ ղեկավարը նշեց, որ 1948թ. ընդունելով Ցեղասպանության հանցագործությունը կանխարգելելու և պատժելու մասին կոնվենցիան՝ միջազգային հանրությունը պարտավորվեց այլևս երբեք թույլ չտալ այս հանցագործությանը տեղի ունենալ: «Դրանից ի վեր մենք բազմիցս բարձրաձայնել ենք «այլևս երբեք»-ը, սակայն ցեղասպանությունների իրագործումը դեռ չի դադարել: Ռադիկալիզմի, խտրականության և ատելության միտումները ցնցում են միջազգային օրակարգը: Մասնավորապես մտահոգիչ է բազմակողմանիության և մարդու իրավունքների հանդեպ հարգանքի միջազգային հանձնառության զգալի անկումը, այն ժամանակ, երբ մենք առավել շատ միջազգային համագործակցության և առավել ամուր կառույցների, հատկապես ՄԱԿ-ի կարիքն ունենք»:

Ընդգծելով, որ ՄԱԿ-ի անդամների գրեթե մեկ քառորդը ձգձգում են միացումը Կոնվենցիային՝ նախարար Մնացականյանն ընդգծեց, որ Հայաստանը, որպես երկիր, որը հետևողականորեն առաջ է տանում ցեղասպանության կանխարգելման օրակարգը, այդ թվում և Միացյալ Ազգերի Կազմակերպության շրջանակներում, միանում է Կոնվենցիայի համընդհանրացմանը վերաբերող Հատուկ խորհրդականի կոչին:

Կարևորելով կրթության դերը մարդու իրավունքների հարգանքի մշակույթի առաջմղման հարցում՝ նախարարն ընդգծեց, որ, դեռևս 2015թ. Կայացած «Ընդդեմ ցեղասպանության հանցագործության» գլոբալ ֆորումի միջոցով Հայաստանն ամուր հարթակ է տրամադրում ցեղասպանության կանխարգելման հարցում միջազգային համագործակցության համար:

Եզրափակելով իր խոսքը, նախարար Մնացականյանը վերահաստատեց այն խորին համոզմունքը, որ «այլևս երբեքը» պետք է մեկընդմիշտ ամրագրվի:
