ԱՀ Խորհրդարանում քննարկել են 2019-2021թթ. պետական միջնաժամկետ ծրագրի նախագիծը

Սեպտեմբերի 14-ին ԱՀ Ազգային ժողովում տեղի է ունեցել 2019-2021թթ. պետական միջնաժամկետ ծրագրի նախագծի քննարկումը, որին մասնակցել են ԱԺ նախագահ Աշոտ Ղուլյանը, ԱԺ նախագահի տեղակալ Վահրամ Բալայանը, խմբակցությունների պատասխանատուներ, գլխադասային հանձնաժողովի անդամներ և գործադիր իշխանության ներկայացուցիչներ` ԱՀ պետական նախարար Գրիգորի Մարտիրոսյանի գլխավորությամբ:

Ինչպես տեղեկացրին Արցախի Հանրապետության ԱԺ լրատվության և հանրության հետ կապերի բաժնից, ԱՀ ֆինանսների նախարար Արթուր Հարությունյանը, անդրադառնալով 2019-2021թթ. նախատեսվող մակրոտնտեսական ցուցանիշներին, նշել է, որ ՀՆԱ-ն 2019թ. կկազմի՝ 333,2մրլդ դրամ, 2020թ.՝ 367մլրդ դրամ, 2021թ՝ 404,2մլրդ դրամ:

Բյուջեի սեփական եկամուտները 2019-2020թթ.կանխատեսվում են՝  56, 68 և 70մլրդ դրամ համապատասխանաբար:

Բյուջեի ծախսային մասը կկազմի՝ 2019թ.՝ 110,7մլրդ դրամ, 2020թ.՝ 111մլրդ դրամ, 2021թ. 112,6 մլրդ դրամ: Ֆինանսների նախարարի հավաստմամբ՝ նշված ժամանակահատվածում նախատեսվում է ունենալ պրոֆիցիտով բյուջե:

Շարունակելով միջնաժամկետ ծրագրի ներկայացումը՝ պետնախարար Գրիգորի Մարտիրոսյանը մատնանշել է սպասվող փոփոխությունները՝ ըստ ոլորտների: Մասնավորապես գյուղատնտեսության ոլորտում կաթիլային ոռոգման համակարգի, ինչպես նաև, գյուղի և գյուղատնտեսական հիմնադրամի կողմից իրականացվող ծրագրերի ֆինանսավորման աճը, բարեկարգման և աղբահանության աշխատանքների իրականացման նպատակով շրջաններին աջակցության ավելացումը, ստորգետնյա ջրային պաշարների ուսումնասիրման և կապիտալ ներդրումների ավելի մեծ ծավալների ֆինանսավորումը: Պետնախարարի խոսքով նախատեսվում է նաև հարկային եկամուտների աճ, իսկ հիմնական շեշտադրումները լինելու են գյուղատնտեսության և տնտեսության այլ ճյուղերի զարգացման ուղղությամբ:

«Վերանայվել են ՀՆԱ-ի ցուցանիշները: 2018թ.-ը կամփոփենք ավելի քան 300մլն տնտեսական աճով՝ նախատեսված 291մլն-ի փոխարեն»,- նշել է Գրիգորի Մարտիրոսյանը:

Պատգամավորները գործադիրի ներկայացուցիչներին են առաջադրել նվազագույն աշխատավարձի չափի և կենսաթոշակների ավելացմանը, ծնելիության խթանման ծրագրերին, գյուղատնտեսության համակարգում բնական աղետների վնասների նվազեցմանն ուղղված ծրագրերի ներդնմանը վերաբերող հարցեր:
