Գյումրին սեպտեմբերի 30-ին նշում է Քաղաքի օրը:  Այս անգամ քաղաքային իշխանությունները փոքր-ինչ փոփոխել են անցած տարիների ծրագիրը. օրվա մեկնարկն ազդարարվեց արձաններ լվալու միջոցառմամբ: Քաղաքապետարանի ջրցան մեքենաները  և կամավորները առավոտ վաղ  լվացին քաղաքի բոլոր հուշարձանները, ավելի ուշ կայարանամերձ  հրապարակում   երգ ու պարով դիմավորեցին գնացքով  Երևանից Գյումրի ժամանած հյուրերին: Քաղաքի  տոնը  գյումրեցիների հետ նշելու էր եկել ՀՀ առաջին փոխվարչապետ Արարատ Միրզոյանը:

Օրվա խորհրդով պայմանավորված «Վերածնվող Գյումրի» խորագիրը կրող միջոցառումներ տեղի ունեցան Ռուսթավելի փողոցում՝  թատերականացված ներկայացումներ, արհեստների ցուցադրություն, հյուրասիրություն:  Հոգևոր երգերից մինչև հայրենասիրական, ռոքից մինչև    դասական՝  քաղաքի  բոլոր հատվածներում տարբեր  ծրագրերով հանդես էին գալիս  քաղաքապետարանի ենթայակության  կառույցների խմբերն ու անհատ կատարողները:  Տիկնիկային ու պարային ֆլեշմոբ, համատեղ կտավի ստեղծում, հին ու նոր լուսանկարների ցուցահանդես՝  գյումրեցիներն ու քաղաք  այցելած հյուրերն ազատ  էին իրենց սրտի ուզած միջոցառմանը ներկայանալու:

«Գյումրիի հետ կապված ես իրականում մեկ ցանկություն ու երազանք ունեմ՝ ուզում եմ, որԳյումրին այլևս երբեք  խեղճ  չլինի և Գյումրիին վերադառնա իր ամբողջականկենսուրախությունը, աշխուժությունը, հումորը, սրամտությունը՝  չնայած  դա  երբեք չի պակասելու որը միշտ իրեն հատուկ է եղել: Գյումրին պետք է կարողանա ամբողջովին շտկել իր մեջքը, իսկ դրա համար կան բազմաթիվ ներդրումային ծրագրեր»,- լրագրողների հետ  ճեպազրույցի ժամանակ նշեց փոխվարչապետը՝  վստահեցնելով, որ կառավարությունը մեծ ուշադրություն է  դարձնում Գյումրին և  Շիրակի մարզին:
