ՀՀ ազգային ժողովի պատգամավոր Ֆելիքս Ցոլակյանը ՀՀ արտակարգ իրավիճակների նախարարի պաշտոնը ստանձնելու առաջարկ է ստացել: 

«Այո, նման առաջարկ եմ ստացել: Այն ընդունել եմ»,-ասաց Ցոլակյանն ու հավելեց՝ առաջարկը ստացել է  հենց այսօր՝ ՀՀ վարչապետ Նիկոլ Փաշինյանից:             

Ֆելիքս Ցոլակյանը 2017թ. ապրիլի 2-ին ԱԺ պատգամավոր է ընտրվել ՀՀԿ թիվ 11 ընտրատարածքի տարածքային ընտրական ցուցակով: Այս տարվա հունիսին Ցոլակյանը հայտարարել էր ԱԺ ՀՀԿ խմբակցությունից դուրս գալու հայտ  ներկայացնելու մասին:

Ծնվել է 1952թ. հունվարի 27-ին Շիրակի մարզի (նախկինում՝ Անիի շրջան) Ներքին Ջրափի գյուղում: 

1974թ. ավարտել է Երեւանի պետական համալսարանի պատմության ֆակուլտետը: 

1974-1976թթ. եղել է Արարատի ինդուստրիալ-տեխնոլոգիական տեխնիկումի ուսուցիչ: 1976-1980թթ.՝ ՀԼԿԵՄ Արարատի շրջկոմի քարտուղար, 2-րդ քարտուղար: 1980-1985թթ.՝ ՊԱԿ-ի Գորիսի բաժանմունքի օպերլիազոր, ավագ օպերլիազոր, 1985-1991թթ.՝ Եղեգնաձորի բաժանմունքի պետ: 1991-1992թթ.՝ Եղեգնաձորի շրջխորհրդի գործկոմի նախագահի տեղակալ: 1993-1996թթ.՝ Ազգային անվտանգության Մասիսի բաժանմունքի պետ, 1996-1997թթ.՝ Շիրակի մարզային վարչության պետ, 1997-1999թթ.՝ Երեւանի քաղաքային վարչության պետ: 1999-2002թթ.՝ ՀՀ նախագահի վերահսկողության ծառայության ղեկավար, 2002-2003թթ.՝ ՀՀ նախագահի աշխատակազմի վերահսկողության ծառայության ղեկավար: 2003-2007թթ.՝ ՀՀ կառավարությանն առընթեր հարկային պետական ծառայության պետ: 2007թ.՝ ՀՀ նախագահի խորհրդական, 2007-2013թթ.՝ ՀՀ կառավարությանն առընթեր ազգային անվտանգության ծառայության տնօրենի տեղակալ: 2013-2016թթ.՝ ՀՀ Շիրակի մարզպետ: 2016-2017թթ.՝ ՀՀ նախագահի վերահսկողական ծառայության ղեկավար:
