ՀՀ կառավարությունը կքննարկի Ասիական զարգացման բանկից 50 մլն դոլարի չափով բյուջետային աջակցության վարկային միջոցներ ներգրավելու մասին հարցը

Հայաստանի Հանրապետության և Ասիական զարգացման բանկի միջև «Հանրային արդյունավետության և ֆինանսական շուկաների ծրագիր. ենթածրագիր 2» վարկային համաձայնագրի ստորագրման առաջարկությանը հավանություն տալու մասին հարցն ընդգրկված է գործադիրի հոկտեմբերի 18-ի նիստի օրակարգում:

Ըստ հիմնավորման, Հայաստանի Հանրապետության և Ասիական զարգացման բանկի միջև  նախատեսվում է ստորագրել «Հանրային արդյունավետության և ֆինանսական շուկաների ծրագիր. Ենթածրագիր 2» վարկային համաձայնագիրը՝ 50 մլն ԱՄՆ դոլար գումարի չափով բյուջետային աջակցության վարկային միջոցներ ներգրավելու նպատակով:

Նշված միջոցներն ուղղվելու են «2018թ. պետական բյուջեի մասին» ՀՀ օրենքով սահմանված պակասուրդի ֆինանսավորմանը (պակասուրդի ընդհանուր գումարը՝ 156 մլրդ 915 մլն 705.5 հազ. ՀՀ դրամ), ուստի, վարկային միջոցների ժամանակին ստացումը կարևոր նշանակություն ունի պետական բյուջեի կատեգորիաներով նախատեսված ծախսերի ֆինանսավորման տեսանկյունից:

Ծրագրի ընդհանուր արժեքը 90 մլն ԱՄՆ դոլար է: Այն բաղկացած է 2017թ. և 2018թ. համար առանձին ենթածրագրերից՝ համապատասխանաբար 40 մլն ԱՄՆ դոլար և 50 մլն ԱՄՆ դոլար արժողությամբ:

Ծրագիրը միտված է ՀՀ ֆինանսական շուկաների ընդլայնմանը: Այն, մասնավորապես, ներառում է՝ (ա) վարկառուի պետական պարտքի և ֆիսկալ ռիսկի կառավարման գործելակերպի և քաղաքականության հզորացում, (բ) պետական արժեթղթերի և փողի շուկայի ենթակառուցվածքների բարելավում, (գ) ֆինանսական գործիքների բազայի և ներդրողների ընդլայնում և կորպորատիվ թափանցիկության ամրապնդում:

«Բյուջետային աջակցության միջոցների ստացման համար նախապայման Է հանդիսանում սահմանված ժամկետներում վերը նշված ոլորտներում մի շարք միջոցառումների և բարեփոխումների իրականացումը, որոնք արդեն իսկ ամբողջությամբ իրականացված են:

Ելնելով վերոգրյալից՝ Հայաստանի Հանրապետության և Ասիական զարգացման բանկի միջև «Հանրային արդյունավետության և ֆինանսական շուկաների ծրագիր, ենթածրագիր 2» վարկային համաձայնագրի ստորագրումը գտնում ենք նպատակահարմար»,- ասված է ՀՀ ֆինանսների նախարարության ներկայացրած հիմնավորման մեջ:
