ԱԺ-ն մերժեց Ընտրական օրենսգրքի բարեփոխումների փաթեթը

ՀՀ ազգային ժողովն առաջին ընթերցմամբ չընդունեց Ընտրական օրենսգրքի բարեփոխումների փաթեթը:
 
«Հայաստանի Հանրապետության ընտրական օրենսգիրք» ՀՀ սահմանադրական օրենքում փոփոխություններ և լրացումներ կատարելու մասին» օրենքի և հարակից օրենքներում փոփոխություններ և լրացումներ կատարելու մասին նախագծերի փաթեթի վերաբերյալ կառավարության օրենսդրական նախաձեռնությանը կողմ քվեարկեց 56, դեմ՝ 3 պատգամավոր: Օրինագծերի փաթեթը հաստատելու համար անհրաժեշտ է 63 պատգամավորի ստորագրություն:
 
ՀՀ կառավարությունը հոկտեմբերի 16-ի նիստում հավանություն էր տվել Ընտրական օրենսգրքի բարեփոխումների փաթեթին: Այնուհետև ՀՀ փոխվարչապետի պաշտոնակատար Արարատ Միրզոյանը, ՀՀ արդարադատության նախարարի պաշտոնակատար Արտակ Զեյնալյանը փաթեթի վերաբերյալ քննարկումները շարունակել են ԱԺ խմբակցությունների հետ, լսել նրանց առաջարկները: ԱԺ պետաիրավական և մարդու իրավունքների պաշտպանության հարցերի մշտական հանձնաժողովը հոկտեմբերի 19-ին հավանություն էր տվել Ընտրական օրենսգրքում և հարակից նախագծերի փաթեթում փոփոխությունների նախագծին: Դրանից հետո Վենետիկի հանձնաժողովը ևս հայտարարություն էր ընդունել ՀՀ ընտրական օրենսգրքի նախագծերի վերաբերյալ: Դրանում, մասնավորապես նշվել էր, որ առաջարկվող փոփոխությունները լեգիտիմ նպատակներ են հետապնդում և հիմնականում դրական են: Ընտրական օրենսգրքի առաջարկվող բարեփոխումներով ռեյտինգային ընտրակարգից անցում է կատարվում համամասնական ընտրակարգի, խորհրդարանի անցողիկ շեմը նվազեցվում է մեկ տոկոսով, կրճատվում է ընտրական գրավը: Ընտրությունների արդյունքում խորհրդարան կանցնեն չորս քաղաքական ուժեր:
