Աշխատանքային այցով Ստրասբուրգում գտնվող արտգործնախարարի պաշտոնակատար Զոհրաբ Մնացականյանը նոյեմբերի 20-ին հանդիպեց Եվրոպայի խորհրդի մարդու իրավունքների հանձնակատար Դունյա Միյատովիչին:

Ինչպես տեղեկացրին ՀՀ ԱԳՆ լրատվության և հանրային դիվանագիտության վարչությունից, զրուցակիցներն անդրադարձան Եվրոպայի խորհրդի մարդու իրավունքների հանձնակատարի՝ սեպտեմբերին Երևան կատարած այցի ընթացքում ձեռք բերված պայմանավորվածություններին ու արդյունքներին՝ գոհունակությամբ արձանագրելով, որ պարբերաբար տեղի ունեցող հանդիպումները լավ հնարավորություն են ընձեռում քննարկելու Հայաստանում մարդու իրավունքերի բնագավառում տեղ գտած զարգացումները, հանձնակատարի գրասենյակի մանդատի շրջանակներում համագործակցությունն ու համատեղ ծրագրերի հեռանկարները:

Հանդիպման օրակարգում էին նաև Հայաստանում բարեփոխումների գործընթացին, օրենսդական փոփոխություններին և մարդու իրավունքների մշտադիտարկմանն առնչվող հարցերը:

Ներկայացնելով Հայաստանում կայանալիք արտահերթ խորհրդարանական ընտրությունները՝ ԱԳ նախարարի պաշտոնակատարն ընդգծեց, որ միջազգային չափանիշներին համապատասխան արդար և ազատ ընտրությունների կազմակերպումն ու անցկացումը Հայաստանի իշխանությունների համար հանդիսանում է կարևոր գերակայություն:

ԱԳ նախարարի պաշտոնակատարը և Մարդու իրավունքների հանձնակատարն անդրադարձան նաև ցեղասպանությունների, մարդկության դեմ հանցագործությունների կանխարգելման ուղղությամբ միջազգային հանրության ջանքերին: Այդ համատեքստում նախարարի պաշտոնակատար Մնացականյանը կարևորեց ցեղասպանությունների վաղ կանխարգելման մեխանիզմի ներդրումը:

Զրուցակիցների ուշադրության կենտրոնում էին Եվրոպայում ժողովրդավարության ամրապնդման մարտահրավերներին միասնաբար դիմագրավելու և ԵԽ-ի գործունեության արդյունավետության բարձրացման ուղղությամբ ձեռնարկվելիք ջանքերը: Այս համատեքստում երկուստեք համոզմունք արտահայտվեց, որ մարդու իրավունքները համընդհանուր են, և դրանց պաշտպանության շուրջ համագործակցությունն էլ պետք է համընդհանուր լինի՝ առանց որևէ բացառության:

Զոհրաբ Մնացականյանը զրուցակցին ներկայացրեց Լեռնային Ղարաբաղի հիմնախնդրի խաղաղ կարգավորման ուղղությամբ Հայաստանի մոտեցումները: ԱԳ նախարարի պաշտոնակատարն ընդգծեց, որ ղարաբաղյան հակամարտությունն առաջին հերթին վերաբերում է մարդկանց, որոնց իրավունքներն ու անվտանգությունը կարևոր առաջնահերթություններ են:
