Երեկ ՀՀ վարչապետի պաշտոնակատար Նիկոլ Փաշինյանը Գեղարքունիքի մարզ կատարած իր աշխատանքային այցի ժամանակ ակնհայտորեն զբաղվում էր նախընտրական քարոզչությամբ, ինչը միջազգայնորեն ընդունված բոլոր չափանիշներով վարչական ռեսուրսի չարաշահման կոպիտ դրսևորում է: 

Այս մասին ասվում է Հայաստանի Հանրապետական կուսակցության հայտարարության մեջ։

«Այսպես` ԵԱՀԿ/ ԺՀՄԻԳԻ և Վենետիկի հանձնաժողովի կողմից 2016 թվականին հաստատված «Ընտրական գործընթացների ընթացքում վարչական ռեսուրսի չարաշահման արձագանքման և կանխարգելման համատեղ ցուցումների» համաձայն՝ «վարչական ռեսուրսի չարաշահումը» որոշակի կուսակցությունների կամ թեկնածուների կողմից իրենց պաշտոնեական դիրքն օգտագործելու միջոցով անհիմն առավելություն ստանալն է՝ ընտրությունների արդյունքների վրա ազդելու նպատակով»:

Վենետիկի հանձնաժողովի 2013 թվականի «Ընտրական գործընթացների ընթացքում վարչական ռեսուրսի չարաշահման վերաբերյալ» զեկույցը, ինչպես նաև վերոնշյալ համատեղ զեկույցը սահմանում են, որ «Ընտրական գործընթացի տակ պետք է հասկացվի շատ ավելի լայն ժամանակահատված, քան ազգային ընտրական օրենքով նախատեսված նախընտրական քարոզչության շրջանը»: Այն ներառում է նաև կուսակցությունների կամ թեկնածուների գրանցման շրջանը:  

Այդ փաստաթղթերում որպես վարչական ռեսուրսի չարաշահման օրինակներ են նշվում պաշտոնական միջոցառումները քարոզչական նպատակներով օգտագործելը կամ ինստիտուցիոնալ ռեսուրսները օգտագործելը` աշխատակազմ, ենթակառուցվածքներ, և այլն: Նշվում է նաև, որ չի արգելվում աշխատանքային ժամերից դուրս քարոզչություն անելը:

Ն. Փաշինյանը իրականացրել է նախընտրական քարոզչություն աշխատանքային ժամին` պաշտոնական պարտականությունների կատարում հանդիսացող աշխատանքային այցի շրջանակներում, ինստիտուցիոնալ բոլոր ռեսուրսների օգտագործմամբ:

Կոչ ենք անում վարչապետի պաշտոնակատարին խստորեն պահպանել միջազգային փաստաթղթերով սահմանված կանոնները, բոլոր կողմերի համար ապահովել հավասար հնարավորություններ, ընդ որում` ոչ թե խոսքով այլ գործով»,– ասվում է ՀՀԿ հայտարարության մեջ։
