Ինչ կորոշեն Պուտինն ու Փաշինյանը․ արդյո՞ք թանկանալու է գազը

Դեկտեմբերի 27-ին ՀՀ վարչապետ Նիկոլ Փաշինյանն աշխատանքային այցով մեկնելու է ՌԴ, որտեղ հանդիպելու է ՌԴ նախագահ Վլադիմիր Պուտինին: Մամուլը գրում է, որ քննարկումների հիմնական թե¬ման լինելու է գազի սակագինը:

2013 թ. հենց ռուսական կողմն է որոշում, թե ՀՀ սպառողին մատակարարվող գազի սակագինն ինչպես պետք է հաշվարկվի: Համաձայնագրերում նաև հետաքրքիր մեկ նախապայման կա, որ, օրինակ, ՀՀ մատակարարվող գազի սակագինը կապվում է ՌԴ Օրենբուրգի մարզին մատակարարվող գազի սակագնի հետ: Ամռանն այնտեղ գազի սակագինը բարձրացել է, և մտավախություն կա, որ նույնը կարող է լինել ՀՀ-ին մատակարարվելիք գազի դեպքում:

Գազը Ռուսասդտանի համար կարևոր քաղաքական գործոն է, որի միջոցով նա սպսարակում է իր օրակարգը, կառուցում է հարաբերությունները տարբեր երկրների հետ։ Գազի գնի թանկացման մասին Հայաստանում խոսակցութոյւններ սկսվեցին ոչ թե այն բանից հետո, երբ Օրենբուրգի մարզում բարձրացավ դրա գինը, այլ նրան զուգահեռ, երբ ակնհայտ դարձավ, որ հայ-ռուսկան հարաբերություններում խորքային ճգնաժամ է։

Ու չնայած այն հանգամանքին, որ իր ամենամյա ասուլիսի ժամանակ Ռուսաստանի նախագահ Վլադիմիր Պուտինը հերքեց, որ Հայաստանի ու Ռուսաստանի հարաբերություններում առկա է ճգնաժամ՝ դա նկատելի է անգամ երկու երկրների փորձագիտական շրջանակների համար։

Պակաս ուշագրավ չէ այն հանգամանքը, որ Նիկոլ Փաշինյանը, ով սովորաբար միայն դրական շեշտադրումներով էր խոսում երկկողմ հարաբերությունների մասին՝ դրանք նույնիսկ փայլուն համարելով, այսօր շատ ավելի զգուշավոր է արտահայտվել գազի սակագնի, իր ու Պուտինի առաջիկա բանակցությունների թեմաներով։

Նիկոլ Փաշինյանը լրագրողների հետ այսօրվա զրույցում հույս է հայտնել, որ Հայաստանին մատակարարվող գազի գնի սակագնի շուրջ Ռուսաստանի հետ բանակցությունները հաջող կընթանան:

Անդրադառնալով դիտարկմանը, թե Հայաստանին մատակարարվող գազի սակագնի թանկացման վերաբերյալ արտահոսք եղավ վերջին օրերին՝ Փաշինյանն ասել է, որ նման տեղեկատվություն չունի: «Ես այդպիսի տեղեկատվություն չունեմ, որ գազի գինը պետք է թանկանա, մենք պայմանավորվել ենք, որ հարցը պետք է քննարկենք»,- ասել է նա:

Հարցին, քննարկումների ընթացքում հայկական կողմից գազի սակագինը նվազեցնելու պնդումներ լինելո՞ւ են, Փաշինյանը պատասխանել է. «Ես հիմա չեմ ցանկանում որևէ կանխորոշող բան ասել, հույս ունեմ, որ բանակցությունները հաջող կընթանան»:

Նիկոլ Փաշինյանի զգուշավորությունն ինքնին հասկանալի է, որովհետև հայ-ռուսական հարաբերություններում կուտակվել են նախկինից ժառանգությույն մնացած ու նոր ավելացած խնդիրներ, որոնք համապարփակ քննարկման անհրաժեշտություն ունեն։ Մեծ հաշվով՝ հարցը վերաբերում է երկու երկրների հարաբերությունենրի փիլիսոփոայությանը․ Մոկվան ձգտում է դրանք առավելագույնս պահպանել վասալային ռեժիմի տրամաբանությամբ, Փաշինյանի կառավարությունը հետամուտ է հարաբերությունների տրասնֆորմացմանը ու դրանց փոխադրմանը գործընկերային հարաբերությունների մակարդակ։ Դժվար է կանխատեսել, թե կողմերից որ մեկին կհաջողվի առավելագույնը հասնել իր օրակարգի բավարարմանը։ Մի կողմից՝ հեղափոխական Հայաստանը չի կարող հանդուրժել հարաբերությունների վասալային ռեժիմը, մյուս կողմից՝ պուտինյան Ռուսաստանը սովոր չէ գործնկերային մակարդակում ռացիոնալ հարաբերություններ հաստատել այլ երկրների հետ, հատակապես՝ հետխորհրդային տարածքում։

Դեկտեմբերի 27-ն այս հարթության վրա տալու է ոչ միայն գազի սակագնին վերաբերող, այլ՝ ավելի գլոբալ հարցերի պատասխաններ, որից հետո դրական կամ բացասական դինամիկա կնկատվի Երևանի ու Մոսկվայի հարաբերությունների բոլոր ասպեկտներում։
