«Փաստ» օրաթերթը գրում է.

իներցիա» Կառավարության ներկայացրած ծրագրի նախագիծը նախորդից տարբերվում է, թերևս, նրանով, որ այն գրելու ժամանակ նոր իշխանությունը հասցրել է կուտակել որոշակի կառավարչական փորձ, համալ րել է պետական ապարատը այս կամ այն ոլորտի մասնագետներով, ու կարողացել է հանձնել ծրագիր գրելու «նորմատիվը»: Նախորդ ծրագիրը հակիրճ էր, բայց մեծ հաշվով առավել ազնիվ, այն իմաստով, որ բարի ցանկությունների և կենացների ժողովածու էր հիշեցնում առանց այդ հանգամանքները տերմինների ու թվերի տակ թաքցնելու փորձի:

Ինչևէ: Ծրագիրն, ի վերջո, թղթի կտոր է, ոչ ավելի: Մենք տեսել ենք փառահեղ ծրագրեր, բայց չենք տեսել դրանց իրագործումը: Հետևաբար կարող ենք տեսականորեն ենթադրել, որ «գործն է անմահ», ոչ թե խոսքը, ու պետք է կենտրոնանալ անելիքների վրա, ոչ թե ասելիքի: Գուցե այս տեսանկյունից խնդրին նայելու դեպքում իսկապես երկարաշունչ ձևակերպումներով հագեցած ծրագիր–կենացաշարը այդքան վատը չթվա:

Մյուս կողմից էլ, սակայն, ինչպե՞ս մենք պետք է կողմնորոշվենք, թե որն է այս իշխանությունների հիմնական անելիքը, ինչ ելակետից պետք է գանք: Ծրագիրն այս իմաստով ընդամենը հավել յալ առիթ է այդ ելակետը հասկանալու: Ցավոք, սակայն, ո՛չ ծրագրում, ո՛չ էլ այլ տեղ նոր իշխանության քաղաքականության հիմնական ուղղություններն այդպես էլ չեն դեկլարացվում: Ինչ–որ պահի այդ դեկլարացման փորձը եղավ հեղափոխության օրերին, երբ քաղաքացիական ակտիվի նախաձեռնությամբ շրջանառության դրվեց փաստաթուղթ, որը ընթերցվեց նաև Փաշինյանի կողմից: Ըստ այդ փաստաթղթի, ենթադրվում էր դատական ռեֆորմ, Ընտրական օրենսգրքի փոփոխություն, ուղիղ ժողովրդավարության մեխանիզմների ներդրում և այլն: 

Սակայն հիշատակվող փաստաթղթի կետերից ոչ միայն որևէ մեկը կյանքի չկոչվեց, այլև այդ փաստաթղթի մասին հիշատակումներն ընդհանրապես նվազեցին: Ինչևէ: Խնդիրը կոնկրետ փաստաթուղթը կամ ծրագիրը չէ: Խնդիրը ի վերջո հասկանալն է, թե որն է նոր իշխանության քաղաքական հիմնական ռազմավարությունը: Տպավորություն կա, թե այդ ռազմավարությունը ունի մի անուն, որ հաճախ են սիրում օգտագործել հենց իշխանությունները՝ իներցիա: Անցյալի իներցիան՝ մի կողմից, ներկայի ընթացիկ հարցերը՝ մյուս կողմից: Իսկ թե ինչքանով է իներցիոն ու ընթացիկ ռիթմը ներդաշնակ հեղափոխական սպասելիքների ռիթմի հետ, ցույց կտա ժամանակը:
