«Փաստ» օրաթերթը գրում է.

Երեկ ԵՄ դեսպան Պյոտր Սվիտալսկին հանդես է եկել ասուլիսով, որտեղ տարբեր դիվանագիտական ձևակերպումներով դրական ազդակներ է ուղղել ՀՀ–ԵՄ հարաբերություններին: Դեսպանն իր ամպլուայի մեջ է գտնվել, քանի որ, ինչպես իշխանափոխությունից հետո հաճախ է լինում, հրապարակավ ասում է մի բան, իսկ կուլուարներում, լրագրողների և փորձագետների հետ հանդիպումներում իր դժգոհությունն է հայտնում գործող իշխանություններից, որոնք պատշաճ մակարդակով չեն ապահովել ՀՀ–ԵՄ համաձայնագրի իրականացումը:

«Փաստ» թերթի աղբյուրի փոխանցմամբ, այս անգամ ևս բացառություն չի եղել. Սվիտալսկին անձնական զրույցներում քննադատել է Նիկոլ Փաշինյանին և կառավարությանը՝ շեշտելով, որ պատշաճ ուշադրություն և գործնական աշխատանք չի կատարվել համաձայնագրի պահանջներն իրականացնելու համար: Ինչ վերաբերում է ԵՄ–ից Հայաստան գումարների հնարավոր ավելացումներին, ապա դա ի սկզբանե նախատեսված է եղել համաձայնագիրը վավերացնելիս և ոչ մի կապ չունի ՀՀ–ում տեղի ունեցած իշխանափոխության հետ: Ավելին, նախատեսված է եղել վավերացմանը զուգահեռ տարեցտարի ավելացնել գումարների չափաբաժինը: Դեռևս 2018թ. դեկտեմբերին կառավարության կողմից նախատեսված է եղել հաստատել ՀՀ–ԵՄ «ճանապարհային քարտեզը», սակայն երեկ Սվիտալսկին հայտարարել է, որ ԵՄ փորձագետները միայն մարտի վերջին կավարտեն իրենց աշխատանքները, ինչը նշանակում է, որ նախ՝ իշխանությունների պատճառով ուշացել է «քարտեզի» մշակումը, իսկ մշակված տարբերակը, ինչքան էլ գովում է դեսպանը, ակնհայտ է , որ ունի լուրջ բացթողումներ: Թերթի տեղեկություններով՝ համաձայնագրով սահմանված ոլորտային հանձնաժողովների նիստերը, որոնք պետք է տեղի ունենային մարտին, քարտեզի բացակայության պատճառով տեղափոխվել են մայիս: Փաստացի ստեղծվել է մի իրավիճակ, որ գործող իշխանություններն ուղղակի իներցիայով շարունակում են ԵՄ–Հայաստան հարաբերություններում բացառապես օգտվել նախորդների կողմից ստեղծված հնարավորություններից:
