Երեկ Օպերայի տարածքում կրքերը թեժացել էին, պատճառը տեղի սրճարանների ապամոնտաժումն էր: Այս բողոքի ալիքը հանդարտեցնելու համար այնտեղ էր նաև՝ Կենտրոն վարչական շրջանի ղեկավարը:
Թաղապետ Վիկտոր Մնացականյանը ամենից շատ «հուզվեց» քաղաքացիներից մեկի այն հարցից, թե՞ ինչու է քաղաքապետը խոչընդոտում Գագիկ Ծառուկյանի խոշորոմասշտաբ ներդրումային ծրագրին, որի համաձայն Գագիկ Ծառուկայնը իր արտերկրի գործընկերների հետ միասին, քաղաքի սրտում պատրաստվում էր կառուցել բարձրակարգ հյուրանոց՝ կատարելով մոտ 100 մլն. դոլարի ներդրում: 
Կենտրոն համայնքի թաղապետը չունենալով այս հարցի պատասխանը, կամ միգուցե վախենալով հարցի իրական պատասխանը տալուց, իրեն գցեց «սար ու ձոր» և դեռ մի բան էլ քաղաքացուն անվանեց «ուղղորդված մարդ»: Դե իհարկե նրա վախվորած հայացքը բոլոր հարցերի պատասխանը միանգամայն տվեց:
Թաղապետ Մնացականյանին ուզում եմ հիշեցնել, որ Գագիկ Ծառուկայնը բացի այս առաջարկից, պատրաստվում էր նաև Երևան քաղաքի բնակիչների համար կառուցել բազմաբնակարան շենքեր, որոնք մատչելի և արտոնյալ պայմաններով էին տրամադրվելու քաղաքացիներին: Իմ ունեցած տվյալներով, ԲՀԿ պատգամավոր Արման Աբովյանը, ամիսներ առաջ, երբ դեռ ավագանու անդամ էր, նման առաջարկով դիմել էր քաղաքապետին և առաջարկել Երևան քաղաքի բնակիչների համար բազմաբնակարան շենքեր կառուցելու նպատակով հողահատկացում անել: Բնակարանները քաղաքացիներին էին հանձնվելու ամսեկան 60000-70000 հազար ՀՀ դրամի դիմաց , սակայն մինչ օրս քաղաքապետը չի արձագանքել այս առաջարկին, մինչդեռ նրանից պահանջվում է միայն հողի հատկացում, իսկ մնացած բոլոր խնդիրների մասին հանձն է առել հոգալու Գագիկ Ծառուկայնը: 
Բոլորիս համար արդեն իսկ պարզ է, որ թե՛ թաղապետը, և թե՛ քաղաքապետը ինչ-ինչ պատճառներով չեն աջակցում լայնամասշտաբ ներդրումային ծրագրի իրականացմանը: Ինչպես նաև ուզում եմ շեշտել, որ այս ծրագրի կյանքի կոչումը բխում է միմիայն քաղաքացիների շահերից և ԲՀԿ նախագահ Գագիկ Ծառուկայնի յուրաքանչյուր նախաձեռնություն ուղղված է ավելի բարեկարգ քաղաք ունենալու գաղափարին:
