Քաղաքագետ Գագիկ Համբարյանի կարծիքով Նիկոլ Փաշինյանի Գյումրի կատարած ացը հակասական զգացողություններ է առաջացրել հասարակության շրջանում: Նա  համոզված է, որ եթե Գյումրիի հանդեպ իշխանությունների անտարբեր վերաբերունքը շարունակվի, ապա սերունդներն այս կառավարությանը նույնպես չեն ների: Վարչապետին նամակներով  դիմավորած գյումրեցիներն էլ նույն անձինք են, ովքեր երկար տարիներ նույն հարցերը ուղղել են ղեկավարներին, սակայն բարձրացրած հարցերն այդպես էլ չլուծված են մնացել:

«Իշխանություններն էլ որևէ կերպ չարտահայտվեցին Գյումրի կատարած այցի մասին, թեև պարոն Փաշինյանը տեսավ քաղաքի կեղտոտ, ջարդ ու փշուր եղած փողոցները, ավտոկայանի տնակային գետտոն, որը երկրաշարժից հետո մինչ օրս նույնն է մնացել: Ես հույս ունեմ, որ պարոն Փաշինյանը նախորդ իշխանությունների նման միայն ներկա ստանալու համար չէր եկել Գյումրի, այլ անպայման ինչ-որ ծրագրեր կիրականացնի: Ի դեպ, պարոն Փաշինյանն այցելեց  ամենալավ տնակային թաղամասը, նախկինում ես առաջարկել էի, որ նրան ուղեկցեն ֆանտան կոչվող տնակային ավան, որտեղ մարդիկ պարզապես առնետների հետ են ապրում, բայց այս անգամ նա այնտեղ չայցելեց»,- ասաց Գ. Համբարյանը:

Քաղաքագետը նշեց, որ միակ բարձրաստիճան պաշտոնյան Կարեն Կարապետյանն է եղել, ով ոչ թե ձևի համար էր այցելել Գյումրի, այլ ամեն ինչ արել է ինչ-որ բան փոխելու և Գյուրին զբոսաշրջային քաղաք դարձնելու համար: Խոսելով նախկինի նման կտրոններով վարսավիրանոց և բաղնիք հաճախելու երևույթի մասին, քաղաքագետը նշեց, որ տեղյակ չէ, թե ծրագիրը շարունակվում է, թե՝ ոչ, բայց որ հետհեղափոխական Գյումրիում ոչինչ չի փոխվել՝ միանշանակ է:

«Չեմ կարող ասել, որ հեղափոխությունից հետո Գյումրիում վիճակն այնքան է լավացել, որ սոցիալապես անապահով ընտանիքներն արդեն կարող են իրենց միջոցների հաշվին  վարսավիրանոցից և բաղնիքից օգտվել: Ես հույս ունեի, որ հեղափոխությունից հետո արտագաղթը կկրճատվի Գյումրիում, բայց ցավոք, դա էլ այդպես չէ: Իմ շրջապատից բազմաթիվ մարդիկ են մեկնել Հայաստանից և հետ վերադառնակու ցանկություն չունեն: Սա խոսում է հիասթափության մասին և եթե վարչապետի այցից որոշ ժամանակ անց խնդիրների լուծման ծրագրեր չներկայացվեն իշխանությունների կողմից, ապա ես կարծում են, որ այդ տրամադրությունները կշարունակվեն»,- ասաց Գ. Համբարյանը:

Քաղաքգետը նշեց նաև, որ գյումրեցիներն իրենց հերթին որևէ բիզնես-առաջարկ չունեն, քանի որ սոցիալական շատ ծանր պայմաններում են ապրում: Երկար տարիներ է սպասում են, որ աշխատատեղեր բացվեն, բայց ներդրողներն էլ Գյումրիում ներդրում չեն անի, եթե նրանց համար որոշակի արտոնություններ չսահմանվեն:

«Ոչ մի ներդրող պարտավոր չէ հրաժարվել բարենպաստ պայմաններից և վատ պայմաններ ունեցող վայրերում ներդրումներ անել: Գործարարը ո՛չ Մայր Թերեզան է, ո՛չ էլ Կարմիր խաչի ներկայացուցիչ, որ մարզերում ներդրումներ անի, տանուլ տա, հետո էլ ասի, որ հայրենասիրությունից ելնելով է տանուլ տվել: Դրա համար իշխանությունները պետք է խրախուսեն ներդրողներին: Գյումրին համարվում է մեր երկրի հյուսիս-արևմտյան դարպասը և եթե իշխանությունները չփոխեն ծայրահեղ ծանր իրավիճակում հայտնված գյուրեցիների կյանքը և Գյումրիի վրա դրոշմված աղետի հետքերը չվերացնեն, սերունդները ո՛չ նախորդ, ո՛չ ներկա իշխանություններին չեն ների»,- ասաց Գ. Համբարյանը:
