Կառավարությունը հավանություն տվեց ՀՀ գործարար միջավայրի բարելավման 2019 թվականի միջոցառումների ծրագրին

Հայաստանի կառավարությունն իր այսօրվա ապրիլի 25-ի նիտում հավանություն տվեց Հայաստանի գործարար միջավայրի բարելավման 2019 թվա¬կանի միջոցառումների ծրագրին:

Տնտեսական զարգացման եւ ներդրումների նախարար Տիգրան Խաչատրյանը նշեց, որ սա գործարար միջավայրի բարելավման միջոցառումների մի մասն է միայն: Նրա խոսքով, այս ծրագրում ներառված են 50 միջոցառումներ, որոնք առավելապես ուղղված են Համաշխարհային բանկի կողմից իրականացվող «Գործարարությամբ զբաղվելը» զեկույցով գնահատվող 10 ցուցանիշների բարելավմանը:

Փաստաթղթի հիմնավորման մեջ ասվում է.

«Համաշխարհային բանկի եւ Միջազգային ֆինանսական կորպորացիայի կողմից 2018 թվականի հոկտեմբերի 31-ին հրապարակված` «Գործարարությամբ զբաղվելը 2019» վարկանիշային զեկույցի տվյալներով, որը կազմվում է գործարարների եւ պետական մարմինների կողմից լրացրած հարցաթերթիկների ամփոփման հիման վրա` Հայաստանը 190 երկրների շարքում զբաղեցրել է 41-րդ տեղը: Հայաստանը նախորդ տարվա համեմատ արձանագրել է 2,06% աճ «Հեռավորությունը լավագույն արդյունքից» ցուցանիշով` գրանցելով 75,37 միավոր:

Ձեռնարկատիրական զարգացման համար կարեւոր է պետական կարգավորումների, ծառայությունների եւ վարչարարական ընթացակարգերի պարզ, թափանցիկ եւ քիչ ծախսատար միջավայր ձեւավորելու, հավասար մրցակցային պայմաններ եւ գործարարությանն օժանդակող զարգացած շուկայական ենթակառուցվածքներ ապահովելու քաղաքականությունը: Չնայած մի շարք ոլորտներում Հայաստանի արձանագրած լուրջ հաջողություններին` բիզնեսով զբաղվելու համար անհրաժեշտ պայմանների բարելավումն իրականացվում է ոչ համաչափ եւ որոշ ոլորտներում առկա են խնդիրներ` առավելապես վարչարարական բնույթի: Այդ խնդիրները լուծելու եւ գործարար միջավայրի զարգացման համաչափությունն ապահովելու նպատակով առաջարկվում է իրականացնել  գործարար միջավայրի բարելավման միջոցառումների ծրագիրը: Միաժամանակ, 2017 թվականի նոյեմբերի 27-ին ընդունվել է «Միջգերատեսչական աշխատանքային խումբ ստեղծելու, դրա անհատական կազմը եւ աշխատակարգը հաստատելու մասին» ՀՀ վարչապետի № 1373-Ա որոշումը, որով ստեղծվել է Համաշխարհային բանկի «Գործարարությամբ զբաղվելը» զեկույցում Հայաստանի Հանրապետության դիրքի բարելավման աշխատանքները համակարգող միջգերատեսչական աշխատանքային խումբ, որը մասնակցություն է ունեցել ծրագրի մշակման աշխատանքներին։

Սույն նախագծի ընդունման արդյունքում ակնկալվում է ապահովել ՀՀ գործարար եւ ներդրումային միջավայրի բարելավմանն ուղղված ՀՀ կառավարության կողմից իրականացվող բարեփոխումների շարունակականությունը:  Ակնկալվում է առաջին հերթին թեթեւացնել այլ երկրների համեմատությամբ կատարելագործման մեծ պոտենցիալ ունեցող ոլորտներում առկա վարչարարական եւ ֆինանսական բեռը` միաժամանակ ապահովելով վերջին տարիներին հաջողություններ գրանցած ոլորտների զարգացումը:

Նախագծով հաստատվող հավելվածում սահմանվող միջոցառումների իրականացման արդյունքում կնվազի պետական եւ համայնքային մարմինների հետ շփման վարչարարական բեռը, կկրճատվեն կոռուպցիոն ռիսկերը, կբարձրացվի գործարարներին ծառայություններ մատուցող մարմինների գործունեության թափանցիկությունը:
