Մենք հիմա ցանկանում ենք Արցախը վերադարձնենք բանակցությունների սեղանի շուրջ, եւ մեր պետական ապարատն իր ամբողջ կազմով, իր ամբողջ դիվանագիտությամբ այդ ուղղությամբ ոչինչ չի անում: Այդ մասին Արցախում ընթացող «Հայաստան-Արցախ ռազմավարական դաշինք» ֆորումում ասաց «Լուսավոր Հայաստան» խմբակցության քարտուղար Գեւորգ Գորգիսյանը:

Գորգիսյանն իր ելույթում, մասնավորապես նշեց.

«Այսօր ուզում ենք ընդունել հերթական հռչակագիրը, որը վերացական մտքի շարադրանք է: Մենք հստակ չենք ձեւակերպել այն նպատակը, ինչին պետք է ծառայի Հայաստան- Արցախ ռազմավարական դաշինքը: Հստակ չկա այն գործիքակազմը, որով մենք պետք է աշխարհին ցույց տանք, որ դա անհրաժեշտ է եւ պետք: Մեր պետությունները արդոք պատրստ են այդ բեռը կրելուն: Մենք հիմա ցանկանում ենք Արցախը վերադարձնենք բանակցությունների սեղանի շուրջ, եւ մեր պետական ապարատն իր ամբողջ կազմով, իր ամբողջ դիվանագիտությամբ այդ ուղղությամբ ոչինչ չի անում: Կան հռչակագրային դրույթներ, բայց այդ ուղղությամբ շատ քիչ քայլեր են արված: Ես վստահ չեմ այս փուլում ճիշտ է դաշինքը, թե՝ ոչ: Բայց քննարկումը շատ լավն է եւ դրական, քանի որ խոսելով խնդիրների մասին, մենք հասկանում ենք՝ որքանով է այս գործիքը ճիշտ այդ խնդիրները լուծելու համար:

Այո, խնդիրները կան, առկա է ինտեգրման խնդիր, կա ճանաչողության խնդիր, կա հստակ նպատակների ձեւակերպման խնդիր, եւ այդ ամենը պետք է լուծումներ ստանա, բայց ոչ հռչակագրային: Կոչ եմ անում բոլորիս սկսել ռեալ աշխատանք այդ ուղղությամբ: Առանց Արցախ չի կարող լինել Հայաստան, եւ այդ կարեւոր խնդրին պետք է ծառայենք բոլորս: Բայց այդ գիտակցումը սկզբից պետք է լինի ողջ քաղաքական էլիտայի մոտ, հետո յուրաքանչյուր քաղաքացու մոտ: Քաղաքացիներն ամբողջությամբ չեն հասկանում ՝ ինչ է Արցախը, եւ ինչ է արցախյան խնդիրը: Եւ այդ ուղղությամբ պետք է բոլորս ամեն օր համատեղ աշխատենք: Եւ միայն սրանից հետո կարող ենք մտածել ուժեղացնելու գործիքակազմը, որովհետեւ վստահ չեմ, որ եղածն ամբողջությամբ ենք օգտագործում»:
