Խնդիրն այն է, որ որոշ կառուցապատողներ մայրաքաղաքի տարբեր մասերում հին շենքերի փոխարեն նորը կառուցելու թույլտվություն են ստացել, հետո մեծ փոս փորել ու տարիներով այդպես թողել: Շատ նմանատիպ փոսեր վաղուց գրավադրվել են ու դարձել բանկերի սեփականությունը: Ու թե ինչ պետք է լինի դրանց հետ որևէ մեկը չի կարող ասել:
