ՄԱԿ-ի Գլխավոր քարտուղար Անտոնիո Գուտերեշը Մովսես Աբելյանին նշանակել է Գլխավոր ասամբլեայի և կոնֆերանսների կառավարման հարցերով Գլխավոր քարտուղարի տեղակալ: ՄԱԿ-ի պաշտոնական կայքը  տեղեկացնում է, որ այդ պաշտոնում Մովսես Աբելյանը կփոխարինի Քեթրին Փոլարդին, ով նշանակվել է կառավարման ռազմավարության, քաղաքականության հարցերով Գլխավոր քարտուղարի տեղակալի պաշտոնում:

Մովսես Աբելյանը  2016 թվականին նշանակվել է ՄԱԿ-ի Գլխավոր ասամբլեայի և կոնֆերանսների կառավարման վարչության հարցերով գլխավոր քարտուղարի փոխտեղակալ: Մինչ այս պաշտոնը ստանձնելը, նա զբաղեցրել է ՄԱԿ-ի Անվտանգության խորհրդի հարցերով բաժանմունքի տնօրենի պաշտոնը:

Մովսես Աբելյանն ունի խաղաղության, անվտանգության, հակամարտությունների կարգավորման բնագավառներում գործունեության 25-ամյա փորձ, ղեկավարել է Գլխավոր ասամբլեայի, Անվտանգության խորհրդի և ծրագրերի ու հիմնադրամների Գործադիր խորհուրդների շրջանակներում մի շարք գործընթացներ:

Մովսես Աբելյանը նաեւ ունի կառավարման ոլորտում մեծ փորձ, ներառյալ ծրագրերի եւ բյուջեի պլանավորման: Նախկինում զբաղեցրել  է Գլխավոր ասամբլեայի Վարչական ու բյուջետային հարցերով կոմիտեի (5-րդ կոմիտե) և Ծրագրերի ու համակարգման հարցերով կոմիտեի քարտուղարի պաշտոնները։

1998-2003թթ. եղել է ՄԱԿ-ում ՀՀ մշտական ներկայացուցիչը, իսկ մինչ այդ` մշտական ներկայացուցչի տեղակալը։ Մինչ դիվանագիտական ծառայությանն անցնելը, Մովսես Աբելյանը դասախոսել է Երևանի պետական համալսարանում։

Մովսես Աբելյանը կրթություն է ստացել Հայաստանում, Ռուսաստանում և ԱՄՆ-ում։ Ամուսնացած է, ունի երկու երեխա։
