Ինչ է Agile Spirit զորավարժանքը և ինչու Հայաստանը կրկին որոշեց չմասնակցել (լուսանկարներ)

«Լուսավոր Հայաստան» խմբակցության պատգամավոր Արման Բաբաջանյանն իր ֆեյսբուքյան էջում գրել է․

«Նախօրեին Վրաստանում մեկնարկել են Agile Spirit 2019 բազմազգ զորավարժությունները։ Հայաստանն այդպես էլ չի ուղարկել զորախումբ այդ զորավարժանքներին մասնակցելու համար։ Դրանց այս տարի մասնակցում է ՆԱՏՕ-ի անդամ և գործընկեր 14 երկրի շուրջ 3 հազար զինվորական։ Զորավարժանքները կտևեն մինչև օգոսոտսի 9-ը և կկայանան Սենակիում, Վազիանիում և Ախալցխեում։

Բացատրեմ, թե ինչ է Agile Spirit-ը և ինչու է կարևոր Հայաստանի մասնակցությունը։

Agile Spirit-ը մինչև 2014թթ․ վրաց-ամերիկյան զորավարժություններ էին։ 2009թ․ ուժից մեջ մտավ ԱՄՆ-Վրաստան ռազմավարական գործընկերության խարտիան, որի հիմնական նպատակն էր Վրաստանի անվտանգության մակարդակի բարձրացումը։

2011 թվականից հաստատված ամենամյա վրաց-ամերիկյան Agile Spirit զորավարժությունների անցկացման իրավական հիմքը հանդիսանում էր հենց այս խարտիան։

Դեռևս 2012-2013 թթ. Agile Spirit-ն ստացել էր բազմազգ զորավարժության կարգավիճակ, որին կարող էին մասնակցել ՆԱՏՕ-ի բոլոր անդամ և գործընկեր երկրները, սակայն իրավիճակն արմատապես փոխվեց 2014թ․ Ռուսաստանի կողմից Ղրիմի անեքսիայից հետո, երբ նույն թվականին ՆԱՏՕ-ի Նյուպորտի գագաթնաժողովում Վրաստանի համար ընդունվեց «Առարկայական ՆԱՏՕ-Վրաստան փաթեթը» և ԱՄՆ առաջարկով Agile Spirit զորավարժությունները, որպես ՆԱՏՕ-ի կողմից իրականացվող լրացուցիչ ջանք, դրվեցին ՆԱՏՕ-Վրաստան Հանձնաժողովի ինստիտուցիոնալ ենթակայության և հաշվետվության տակ։

2016 թվականից Վրաստանին տրամադրված ԱՄՆ աջակցության վերաբերյալ ամերիկյան հաշվետվություններում Agile Spirit վրաց-ամերիկյան բազմազգ զորավարժությունները ներկայացված են արդեն որպես ՆԱՏՕ-ի զորավարժություններ։

Agile Spirit զորավարժության նպատակը ՆԱՏՕ-ի արագ արձագանքման ուժերի ճգնաժամային և այլ իրավիճակներում համատեղ մասնակցության պատրաստության մակարդակի բարձրացումն է, ինչպես նաև ՆԱՏՕ-ի դաշնակից և գործընկեր երկրների զինված ուժերի փոխգործունեության մակարդակի բարձրացումն է։

Իհարկե, առանձին վերցրած մեկ զորավարժությանը մասնակցել-չմասնակցելու հանգամանքը, մեծ հաշվով, չի կարող էական ազդեցություն ունենալ Հայաստան-ՆԱՏՕ հարաբերությունների վրա, մյուս կողմից՝ տարակուսելի է, որ Հայաստանի նոր իշխանությունը, նախկինի պես, հրաժարվում է նման ձևաչափային մասնակցությունից՝ կասկածի տակ դնելով Հայաստանի ինքնիշխանությունն ու արտաքին քաղաքականության բազմավեկտորության մասին պնդումները։

Խնդիրը կոնկրետ զորավարժությունը չէ, ինչն, անշուշտ, գործնականում կնպաստեր Հայաստան-ՆԱՏՕ հարաբերությունների խորացմանը, ինչպես նաև հերթական հարթակը կհանդիսանար հայ-վրացական հարաբերությունների զարգացման համար։ Շատ ավելի էական է այն հանգամանքը, որ ռուսական ճնշումը Երևանի վրա մեծանում է ու կարծես թե ունենում է իր առաջին առարկայական դրսևորումները՝ ինչքան էլ իշխանությունները խնամքով փորձեն քողարկել այդ փաստը։

Հայկական հեղափոխության նվաճումներից մեկը եղել է հայ-ռուսական վասալային հարաբերությունների չեղարկումը, ինչին վերադարձն առնվազն կարող է ստվերել Հայաստանում տեղի ունեցած պատմական իրադարձությունների քաղաքական նշանակությունը»։
