Արցախի Հանրապետության Մարդու իրավունքների պաշտպան Արտակ Բեգլարյանը հայտարարություն է տարածել Արայիկ Ղազարյանի դեպքի առթիվ՝ դատապարտելով նրան հանրային հետաքրքրասիրության առարկա և քարոզչական գործիք դարձնելու Ադրբեջանի քայլերը:

Հայտարարության մեջ, մասնավորապես, ասված է.

Օգոստոսի 12-ին ԱՀ Պաշտպանության բանակը պաշտոնապես տեղեկացրել է, որ նույն օրը ՊԲ զորամասերից մեկի պահպանության տեղամասից, դեռևս չպարզված հանգամանքներում, մարտական դիրքը լքել է զինծառայող Արայիկ Հայկի Ղազարյանը: Այնուհետև ադրբեջանական լրատվամիջոցները տեղեկացրել են, որ նա Ադրբեջանի տարածքում է՝ հրապարակելով Ա.Ղազարյանի որոշ լուսանկարներ:

Պաշտպանը դատապարտում է ադրբեջանական կողմի քայլերը՝ ուղղված ԱՀ զինծառայողին հանրային հետաքրքրասիրության առարկա և քարոզչական գործիք դարձնելուն: Ադրբեջանի մոտ ավանդական գործելաոճ է դարձել իր տարածքում հայտնված հայազգի քաղաքացիական անձանց և զինծառայողների՝ միջազգային մարդասիրական իրավունքով սահմանված իրավունքները խախտելը:

Ժնևյան կոնվենցիաները նախատեսում են զինված ընդհարման մեջ գտնվող կողմի տարածքում հայտնված զինվորականների (Ժնևյան 3-րդ կոնվենցիա, հոդված 13) և քաղաքացիական անձանց (Ժնևյան 4-րդ կոնվենցիա, հոդված 27) պաշտպանություն՝ հանրային հետաքրքրասիրությունից: Ըստ էության, այդ մարդասիրական նորմը կարևոր է տվյալ խոցելի խմբին ոչ միայն հանրության հնարավոր բացասական վերաբերմունքից զերծ պահելու, այլ նաև՝ հակամարտության պայմաններում քարոզչական գործիք չդարձնելու տեսանկյուններից:

Այս պայմաններում կարևոր է, որ միջազգային կազմակերպություններն արագ արձագանքեն իրավիճակին և կանխեն Արայիկ Ղազարյանի հանդեպ հետագա հնարավոր իրավախախտումները: Այդ առումով, Պաշտպանը կապի մեջ է պետական և միջազգային պատկան մարմինների հետ՝ պատրաստ լինելով իր լիազորությունների շրջանակներում աջակցել իրավիճակի դրական հանգուցալուծմանը:
