«Հայանտառ» պետական ոչ առևտրային կազմակերպության (ՊՈԱԿ) «Ստեփանավանի անտառտնտեսության» մասնաճյուղում առերևույթ կատարված ապօրինի ծառահատումների դեպքերի առթիվ Քննչական կոմիտեի հատկապես կարևոր գործերի քննության գլխավոր վարչությունում քննվող քրեական գործով պարզվել է, որ 2016-2018 թվականների ընթացքում Ստեփանավանի անտառպետության տարբեր պահաբաժիններում ապօրինի կերպով հատվել է ընդհանուր 102 միլիոն 329 հազար 250 դրամ արժեքի՝ 1462 հատ տարբեր տեսակի և տրամագծերի ծառ:

Մասնավորապես, Քննչական կոմիտեի հաղորդագրության համաձայն, «մեծածավալ քննչական և դատավարական գործողությունների արդյունքում պարզվել է, որ կաշառք տալու դիմաց ապօրինի ծառահատում կատարելու առաջարկով Ստեփանավանի անտառպետության անտառապետերին են դիմել Ստեփանավան քաղաքում և հարակից գյուղերում փայտանյութի առքուվաճառքով զբաղվող, ինչպես նաև փայտամշակման արտադրամասեր ունեցող անձինք, որոնց հետ նախնական պայմանավորվածություն ձեռք բերելուց հետո, անտառապետերն իրենց հերթին կաշառքի դիմաց ապօրինի ծառահատումը թույլատրելու վերաբերյալ պայմանավորվածություն են ձեռք բերել տվյալ պահաբաժնի անտառապահի հետ, որոշ դեպքերում նաև՝ «Ստեփանավանի անտառտնտեսության» մասնաճյուղի տնօրենի հետ, և ձեռք բերված պայմանավորվածության շրջանակներում պաշտոնատար անձ հանդիսացող անտառատնտեսության աշխատակիցներն իրենց ուժերով կամ կաշառք տվող անձի կազմակերպմամբ իրականացրել են ծառերի ապօրինի հատումները և դրանց արդյունքում ստացված փայտանյութի՝ անտառից տեղափոխելու աշխատանքները, որից հետո ստացել պայմանավորված կաշառքի գումարը»:

«Այնուհետև պարզվել է, որ 2016-2018թթ. ընթացքում «Ստեփանավանի անտառտնտեսության» մասնաճյուղի անտառային տարածքներում իրականացված ապօրինի հատումների իրական ծավալները թաքցնելու կամ լրացուցիչ ստուգումներից զերծ մնալու նպատակով «Ստեփանավանի անտառտնտեսության» մասնաճյուղի տնօրենները, անտառապետերը, անտառապահները չարաշահել են իրենց պաշտոնեական դիրքը, կատարել կեղծիքներ, որոշ դեպքերում տվել կաշառք և իրականացրել այլ պաշտոնեական հանցանքներ: Բացի այդ, քննությամբ պարզվել է նաև, որ «Հայանտառ» ՊՈԱԿ-ի հսկողության բաժնի աշխատակիցները «Ստեփանավանի անտառտնտեսության» մասնաճյուղի անտառային տարածքում իրականացվող վերահսկիչ աշխատանքների ընթացքում՝ ապօրինի հատված ծառերի իրական տվյալները թաքցնելու նպատակով, չարաշահել են իրենց պաշտոնեական դիրքը և կատարել կեղծիք», - ասված է հաղորդագրությունում:

Քրեական գործի նախաքննության ընթացքում որպես մեղադրյալ է ներգրավվել 16 անձ, այդ թվում՝ «Ստեփանավանի անտառտնտեսության» մասնաճյուղի 2 տնօրեն, 3 նախկին անտառապետ, 3 անտառապահ, «Հայանտառ» ՊՈԱԿ-ի հսկողության բաժնի 3 աշխատակից, փայտամշակման արտադրամասեր ունեցող, ապօրինի ծառահատմամբ զբաղվող 5 անձ: Անտառապետերից մեկի նկատմամբ հայտարարված է հետախուզում, և խափանման միջոց է ընտրվել կալանավորումը:

Պետությանը պատճառված վնասի մի մասը նախաքննության ընթացքում վերականգնվել է:

Քրեական գործով նախաքննությունն ավարտվել է, և գործը՝ մեղադրական եզրակացությամբ, դատարան ուղարկելու միջնորդությամբ ուղարկվել է Գլխավոր դատախազություն:
