Սեպտեմբերի 12-ից 13-ը ՀՀ ֆինանսների նախարարության պատվիրակությունը նախարարի առաջին տեղակալ Կարեն Բրուտյանի գլխավորությամբ մասնակցում է Մոսկովյան ֆինանսական ֆորումին, որի շրջանակներում քննարկվում են հարկաբյուջետային կանոնների արդյունավետությունը և դրանց զարգացման հնարավորությունները ԵԱՏՄ անդամ երկրներում: 

Վերջին տարիներին հարկաբյուջետային քաղաքականության կայունության ապահովումը ԵԱՏՄ անդամ պետությունների ուշադրության կենտրոնում է: Այս խնդրի լուծմանն ուղղված հիմնական գործիքներից մեկը հարկաբյուջետային կանոններն են:

Ինտեգրման զարգացումը և եվրասիական տարածքում տնտեսությունների փոխկապակցվածության աճն ապահովելու տեսանկյունից կարևոր է ԵԱՏՄ անդամ երկրների կողմից բյուջետային կանոնների կիրառման փորձի փոխանակումն արդի տնտեսական քաղաքականության մշակման համատեքստում: 

Ավելին, յուրաքանչյուր պետության հարկաբյուջետային կանոններից զատ՝ Եվրասիական տնտեսական միության մասին պայմանագրով սահմանված են անդամ պետությունների պետական պարտքի և դեֆիցիտի միասնական սահմանային արժեքներ, որոնք կարող են դիտարկվել որպես ընդհանուր բյուջետային կանոններ ԵԱՏՄ անդամ բոլոր երկրների համար:

Ֆորումի ընթացքում քննարկվում են հարկաբյուջետային կանոնների արդի համակարգերի արդյունավետության, անդամ երկրների համագործակցության զարգացման ուղղությունները մակրոտնտեսական համատեղ քաղաքականություն վարելու տեսանկյունից՝ հաշվի առնելով տնտեսությունների միջև եղած տարբերությունները և հարկաբյուջետային կայունության ընդհանուր ստանդարտների սահմանումը: 

ՀՀ ՖՆ մակրոտնտեսական վարչության պետ Էդուարդ Հակոբյանը, ներկայացնելով ՀՀ-ում հարկաբյուջետային կանոնների արդիականացման գործընթացը և այդ ուղղությամբ բարեփոխումների փորձը, նշել է, որ հարկաբյուջետային կանոնները պարզապես սահմանափակումներ չեն, այլ ճկուն ուղենիշներ արդյունավետ հարկաբյուջետային քաղաքականության համար: Նա ընդգծել է, որ երկրներն ունեն մակրոտնտեսական քաղաքականության իրականացման տարբեր արժեքներ, մշակույթներ և անհրաժեշտ է միջնաժամկետ ու երկարաժամկետ հեռանկարում մոտեցնել այդ արժեքները:
