Այսօրվանից ուժի մեջ է մտնում Կառավարության՝ սեպտեմբերի 26-ի նիստին ընդունված ՀՀ կառավարության 2010 թվականի սեպտեմբերի 9-ի N 1251-Ն որոշման մեջ փոփոխությունների մասին որոշման նախագիծը, որի դրույթներից մեկը մեծ աղմուկ էր բարձրացրել ավտոներկրողների շրջանում:

Որոշման նախագծով, ի թիվս այլ խնդիրների, կարգավորվում են նաեւ օտարերկրացիների, քաղաքացիություն չունեցող անձանց, փախստական ճանաչված, ապաստան հայցողի եւ ժամանակավոր պաշտպանություն ստացած փախստականի կողմից տրանասպորտային միջոցների հաշվառման դեպքում բնակության փաստը հավաստելու հետ կապված իրավահարաբերությունները:

Այն հատվածը, որը վերաբերում է ավտովաճառքի կարգի փոփոխություններին, ընդունվել է հետեւյալ խմբագրմամբ. օտարերկրացիներին Հայաստանից մեքենա գնելու համար անհրաժեշտ է լինելու Հայաստանում նրա օրինական բնակությունը հաստատող՝ մշտական կացության կամ ժամանակավոր կացության քարտ, կամ ՀՀ հատուկ անձնագիր, իսկ օտարերկրացիների՝ մեքենա գնելու կարգի փոփոխությունն ուժի մեջ կմտնի 2020-ի հուլիսի 1-ից:

Հիշեցնենք, որ օրեր առաջ ավտոներկրողները բողոքի ակցիա էին իրականացրել Կառավարության շենքի դիմաց եւ պահանջում էին վերացնել ԵՏՄ այլ երկրների քաղաքացիների վերաբերյալ սահմանափակումները եւ 2020 թ.-ի հունվարի 1-ից հետո եւս երկու ամիս ժամանակ տրամադրել՝ մեքենաները այժմյան մաքսային գներով մաքսազերծելու համար:

Նշենք, որ ըստ նոր կարգավորման, օտարերկրացիները այլեւս չեն կարող մինչ այժմ գործող տարբերակով մեքենա գնել Հայաստանում եւ տանել իրենց երկիր։ «վարորդի ընկեր» ՀԿ-ն եւ ԱԺ «Իմ քայլը» խմբակցության պատգամավոր Սիսակ Գաբրիելյանը առաջարկել էին այդ դրույթի ուժի մեջ մտնելը հետաձգել 5 ամսով: Նրանք առաջարկում էին, որ ՀՀ քաղաքացիների կողմից ավտոմեքենաները օտարերկրյա քաղաքացիներին վաճառելու դեպքում պետական գրանցումն իրականացվի հին պահանջներին համապատասխան:

Նշենք, որ այլեւս ԵՏՄ երկրների քաղաքացիները չեն կարող մինչ այժմ կիրառվող տարբերակով ավտոմեքենա գրանցել։ Եթե նախկինում ժամանակավոր գրանցման հիման վրա արագ մեքենան գնում էին, կանգնեցնում հաշվառման եւ երկրից դուրս հանում, ապա հիմա պետք է կամ տրանզիտ համարներով դուրս հանեն, կամ  Հայաստանի Հանրապետության կացության քարտ ունենան, որպեսզի հայկական համարներով դուրս հանեն ու չմաքսազերծեն, իսկ տրանզիտ համարներով դուրս բերելու դեպքում ստիպված են լինելու մաքսազերծել։ Այսինքն, այս օրենքով Հայաստանում կմնան ղազախներին ու ռուսներին վաճառելու համար Հայաստան ներկրված տասնյակ հազարավոր մեքենաներ։
