Ոչ սակագնային միջոցառումներն այսօր գտնվում են գլոբալ առևտրի բանակցությունների կենտրոնում՝ ազդելով համաշխարհային առևտրի գրեթե 90%-ի և մեր առօրյա կյանքի բոլոր ոլորտների վրա:

Ինչպես հայտնեցին Սննդամթերքի անվտանգության տեսչական մարմնից, ՄԱԿ-ի առևտրի և զարգացման կազմակերպության կողմից (UNCTAD) Ժնևում կազմակերպված ոչ սակագնային միջոցառումների՝ որպես շուկա մուտքի և կայուն զարգացումը խթանելու գործիքի, դասակարգման ու կարգավիճակի վերաբերյալ քննարկումներին մասնակցել է նաև ՀՀ ԿԵ սննդամթերքի անվտանգության տեսչական մարմնի ղեկավարի խորհրդական Էլվիրա Միրզոյանը:

Խորհրդաժողովում քննարկվել են սակագներից դուրս առևտրային հարաբերությունների, ոչ սակագնային միջոցառումների և Ասիա-խաղաղօվկիանոսյան տարածաշրջանի կայուն զարգացման նպատակների փոխկապակցման, առևտրային կանոնակարգերի թափանցիկության խնդիրները, ինչպես նաև ոչ սակագնային միջոցառումների կանոնները, որոնց պահպանումը պահանջում է զգալի ռեսուրսներ և կարգավորող համագործակցություն բազմակողմ մակարդակում:

Էլվիրա Միրզոյանը ներկայացրել է Հայաստանում ոչ սակագնային միջոցառումների մասին տվյալների հավաքագրման,  դասակարգման աշխատանքները և դրանց արդյունքները, որոնք շատ բարձր են գնահատվել խորհրդաժողովի մասնակիցների կողմից: Նա նշել է, որ սննդամթերքի անվտանգության պաշտպանությունը և միջազգային ստանդարտների վրա հիմնված ոչ սակագնային միջոցառումների մշակումն ու կիրառումը Հայաստանի առաջնահերթություններից է:      Որպես այս խորհրդաժողովի շարունակություն, Է. Միրզոյանը Բրյուսելում մասնակցել է նաև Հայաստանի Հանրապետության և Եվրամիության Առևտրի հարցերով գործընկերության կոմիտեի երկրորդ նիստին, որի ընթացքում քննարկվել է ՀՀ-ԵՄ Համապարփակ և ընդլայնված գործընկերության համաձայնագրի «Առևտուր և առևտրին առնչվող հարցեր»-ի ներքո համագործակցության շրջանակներում իրականացվելիք միջոցառումները և համապատասխան ճանապարհային քարտեզը: Նա ներկայացրել է մեր երկրում պարտադիր սպանդանոցային մորթի անցնելու գործընթացում ՍԱՏՄ ջանքերն ու աջակցությունը, արտադրության մեջ սննդի հիգիենայի միջազգային ստանդարտների ներդրման աշխատանքները, ռիսկերի գնահատման ու ռեյթինգավորման համակարգի գործարկմանն ուղղված քայլերը: «Ներկայումս ՀՀ ԿԵ սննդամթերքի անվտանգության տեսչական մարմինը նախատեսում է շարունակել ոչ սակագնային միջոցառումների պարզեցման, թափանցիկության բարձրացման և մասնավոր հատվածի գիտելիքների բարելավման աշխատանքները»,- ասել է ՍԱՏՄ ղեկավարի խորհրդականը:Եվրամիության պատվիրակության առողջության և սննդամթերքի անվտանգության երկկողմ միջազգային հարաբերությունների Հայաստանի պատասխանատու Ժան Բլոեմենդալը նշել է, որ նախորդ հանդիպումներից հետո ՀՀ ԿԵ ՍԱՏՄ կատարած աշխատանքը բավականին տպավորիչ է: Նա բարձր է գնահատել վերջին մեկ տարվա ընթացքում միջազգային կառույցների հետ Տեսչական մարմնի համագործակցության ակնհայտ ակտիվացումը, ինչպես նաև այն կարևորությունը, որ հայկական կողմը տալիս է միջազգային ստանդարտների ներդրմանը:
