Երեւանի ընդհանուր իրավասության դատարանում այսօր` հոկտեմբերի 28-ին մեկնարկում է Պետական վերահսկողական ծառայության պետ (լիազորությունները ժամանակավորապես կասեցված են) Դավիթ Սանասարյանի եւ ՊՎԾ նախկին աշխատակիցների գործով դատաքննությունը։ Նիստը նախագահում է դատավոր Դավիթ Բալայանը:

Նշենք, որ այս գործով ամբատսնյալի կարգավիճակում են Դավիթ Սանասարյանը, ՊՎԾ նախկին պաշտոնյաներ Գեւորգ Խաչատրյանը, Սամվել Ադյանը եւ վերջինիս ընկերը՝ «Զորաշեն» ՍՊԸ-ի փաստացի ղեկավար Տարոն Ավետիսյանը։

Համաձայն մեղադրական եզրակացության՝  Դավիթ Սանասարյանը, հանդիսանալով ՀՀ պետական վերահսկողական ծառայության ղեկավար, ունենալով ծառայության անմիջական ղեկավարումն իրականացնելու, ծառայության աշխատակիցներին նշանակելու եւ ազատելու, կարգապահական տույժի ենթարկելու, վերահսկվող օբյեկտներում ուսումնասիրություններ իրականացնելու հանձնարարագրեր տալու, վերահսկվող օբյեկտներից ծառայության գործառույթներին առնչվող տեղեկություններ եւ փաստաթղթեր պահանջելու լիազորություններ, խմբային շահերից ելնելով, իր պաշտոնեական դիրքն օգտագործել է ծառայության շահերին հակառակ, ինչպես նաեւ չի կատարել իր ծառայողական պարտականությունները:

Ըստ  մեղադրանքի՝ Սամվել Ադյանը Գեւորգ Խաչատրյանի հետ նախնական համաձայնությամբ, 2018-2019թթ. ընթացքում ապօրինի կերպով միջամտել են վերահսկվող օբյեկտներ հանդիսացող ՀՀ առողջապահության նախարարության, «Սուրբ Գրիգոր Լուսավորիչ» եւ «Վանաձոր» բժշկական կենտրոնների կարիքների համար անհրաժեշտ բժշկական սարքավորումների ձեռքբերման նպատակով կազմակերպված գնման ընթացակարգերին` պարտադրելով փոփոխել ինչպես ավտոկլավի տեխնիկական բնութագիրը, այնպես էլ հեմոդիալիզի սարքերի շահագործման փաստաթղթերով նախատեսված դիալիզատորների տեխնիկական բնութագրերը եւ կազմել բժշկական կենտրոնների իրական կարիքներից եւ սարքերի շահագործման փաստաթղթերից չբխող նոր տեխնիկական բնութագրեր՝ նպատակ ունենալով հայտարարված մրցույթներում ապահովել իրենց հետ փոխկապակցված «Զորաշեն» ՍՊ ընկերության հաղթանակը: Ընդ որում, գնման գործընթացներին մասնակցող ծառայողների կողմից ապօրինի պահանջները կատարելուն ընդդիմանալու դեպքում, ՀՀ պետական վերահսկողական ծառայության պաշտոնատար անձինք սպառնացել կամ փաստացի նախաձեռնել են ուսումնասիրություններ:

Տարոն Ավետիսյանին մեղադրանք է առաջադրվել այն բանի համար, որ նա, «Զորաշեն» ՍՊ ընկերության տնօրեն Հայկ Կարապետյանի կողմից տրված լիազորագրերով ստանձնելով ընկերության փաստացի ղեկավարումը եւ հանդիսանալով ՀՀ պետական վերահսկողական ծառայության գնումների գործընթացների վերահսկողության վարչության պետի ժամանակավոր պաշտոնակատար` Սամվել Ադյանի մտերիմ ընկերը, վերջինիս եւ նույն վարչության գլխավոր մասնագետի պաշտոնակատար Գեւորգ Խաչատրյանի հետ նախնական համաձայնությամբ՝ միջոցներ եւ տեղեկություններ տրամադրելու, խոչընդոտները վերացնելու եղանակով, օժանդակել է նրանց կողմից պաշտոնեական դիրքը չարաշահելուն։
