«Փաստ» օրաթերթը գրում է

Ըստ «Փաստ» թերթի աղբյուրների, առողջապահության նախարարությունում օրենսդրության հերթական աղաղակող ոտնահարումն է տեղի ունեցել։ 

Օրենքն ամրագրում է, որ նախարարություններում ոլորտային համակարգումները վերապահված են բացառապես փոխնախարարներին, որոնք այն իրականացնում են համապատասխան վարչությունների միջոցով։ 

Նախարարության մեր աղբյուրների փոխանցմամբ, վերջերս նախարար Արսեն Թորոսյանը մի հրաման է ստորագրել, որով նախարարության վարչություններից մեկի համակարգումը հանվել է փոխնախարարներից և հանձնվել աշխատակազմի ղեկավարին: 

Նախարարությունում խոսում են, որ, ամենայն հավանականությամբ, հաշվի է առնվել աշխատակազմի ղեկավար Արտյոմ Սմբատյանի և այդ վարչության պետի մտերիմ հարաբերությունները։ Ավելի վաղ գրել էինք, որ վարչություններից մեկի պետը նշանակվել ու գործում է նախարարության աշխատակազմի ղեկավար-գլխավոր քարտուղար Արտյոմ Սմբատյանի «տանիքի» ներքո: 

Նա, օգտագործելով աշխատակազմի ղեկավարի հետ իր հարաբերությունները, դարձել է նախարարության «հարց լուծողը»: 

Այդ փաստը դուր չի գալիս հատկապես փոխնախարարներին, որոնք փաստացի կորցրել են ազդեցությունը նախարարության վարչությունների նկատմամբ: 

«Այդ կինը նախարարությունում ուղղակի նյարդայնացնում է շատերին»,ասել էր մեր զրուցակիցը: 

Փաստացի, ստացվում է, որ մեր աղբյուրի փոխանցած տեղեկությունը նոր «երանգներ է ստանում» և, ըստ մեր զրուցակիցներից մեկի, «այս անգամ ևս գործ ունենք աշխատակազմի ղեկավարի և վարչության պետի հերթական «ստվերային գործարքի» հետ, որը կատարվել է առողջապահության նախարարի համաձայնությամբ»:
