«Փաստ» օրաթերթը գրում է

Գիտության ոլորտը և դրա պետական ֆինանսավորումը վերջին շրջանում առավել հաճախ են հայտնվում հանրության ուշադրության կենտրոնում: 

Կրթության, գիտության, մշակույթի և սպորտի նախարարությունը օրերս իրավական ակտերի նախագծերի հրապարակման միասնական կայքում հանրային քննարկման է ներկայացրել Հայաստանում գիտության և տեխնիկայի զարգացման 2020-2024 թվականների գերակայությունները սահմանելու մասին նախագիծը: 

Նախագծի մշակման գործընթացում ներգրավված են եղել գիտության կոմիտեն և Գիտությունների ազգային ակադեմիան: 

Նշվում է, որ ՀՀ կառավարության 2014 թվականի դեկտեմբերի 25-ի N 54 արձանագրային որոշմամբ սահմանված գիտության և տեխնիկայի զարգացման ներկայումս գործող 2015-2019 թվականների գերակայությունները 2020 թվականից դադարելու են գործել: 

Նախագծով առաջարկվում է սահմանել գիտության և տեխնիկայի զարգացման 2020-24 թվականների գերակայությունները, ապահովել երկրի տնտեսության պահանջներից բխող և միջազգայնորեն արդիական համարվող գիտահետազոտական աշխատանքների պետական ֆինանսավորման առաջնահերթությունը: 

Նախագծի հիմնավորման մեջ ասվում է, որ ներկայումս պետբյուջեի ֆինանսավորմամբ 2015-19 թվականների գերակայությունների շրջանակներում շուրջ 80 պետական գիտական կազմակերպություններում և բուհերում իրականացվում են հետազոտություններ և մշակումներ: 

Գիտական և գիտատեխնիկական գործունեության պետական ծրագրերում և թեմաներում ներգրավված է 6056 աշխատող, որոնցից 3950-ը գիտաշխատող են, 2 572-ը ունեն գիտական աստիճան: 

Ի դեպ, այս տվյալները 2018 թվականի դրությամբ են: Բացի դրանցից, իրականացվում է նաև գիտական կադրերի պատրաստման` ասպիրանտական ուսուցման ծրագիրը: 

ՀՀ գիտության և տեխնիկայի զարգացման 2020-2024 թվականների համար ձևակերպվել են հետևյալ առաջնահերթ գերակայությունները՝ հայագիտություն, կյանքի մասին գիտություններ, արդյունավետ և անվտանգ էներգետիկա, նորագույն արդյունավետ տեխնոլոգիաներ, տեղեկատվական և հաղորդակցական տեխնոլոգիաներ, այդ թվում՝ արհեստական բանականության օգտագործմամբ, տիեզերքի ուսումնասիրություն, Երկրի մասին գիտություններ, խնայողական բնօգտագործում, գիտության և հասարակության զարգացման կարևորագույն հիմնախնդիրների լուծմանն ուղղված հիմնարար և կիրառական հետազոտություններ: 

Այս նախագծի ընդունմամբ ակնկալվում է, որ 2020-2024 թվականներին իրականացվելիք գիտական և գիտատեխնիկական գործունեության պետական ծրագրերը և թեմաները կհամապատասխանեցվեն հանրապետության գիտական ներուժի առկա հնարավորություններին և ունեցած ձեռքբերումներին, ինչպես նաև գիտության և տեխնիկայի զարգացման համաշխարհային միտումներին: 

Նշվում է, որ հասցեական, այդ թվում` նաև հանրապետության տնտեսության պահանջներից բխող, հետազոտությունների և մշակումների իրականացումը և պետբյուջեից հատկացվող ֆինանսական միջոցների օգտագործման արդյունավետության բարձրացումը այս նախագծի հիմնական նպատակն է:

 Ի դեպ, դեկտեմբերի 10-ին տեղի է ունենալու այս նախագծի հանրային քննարկումը, որի ժամանակ շահագրգիռ կողմերը կներկայացնեն իրենց դիտարկումները, առաջարկությունները:
