ԱԺ-ն ընդունեց ռազմական դրության պայմաններում մասնավոր հիվանդանոցներին վերաբերող օրինագիծը

ՀՀ ազգային ժողովը երկրորդ ընթերցմամբ և ամբողջությամբ ընդունեց ռազմական դրության պայմաններում առողջապահության բնագավառի միասնական կառավարման համակարգի ստեղծման մասին նախագիծը: Դրանով  երկրում ռազմական դրության պայմաններում բոլոր բուժհաստատությունների՝ այդ թվում մասնավորի կառավարման լիազորությունները անցնելու են առողջապահության նախարարությանը: Կառավարության կողմից ներկայացված «Ռազմական դրության իրավական ռեժիմի մասին» Հայաստանի Հանրապետության օրենքում լրացումներ կատարելու մասին օրենքի նախագիծը խորհրդարանի դեկտեմբերի 4-ի նիստում ընդունվեց 112 կողմ և 1 դեմ ձայներով:

Ազգային ժողովում օրենքի նախագիծը ներկայացրել էր ՀՀ առողջապահության նախարարի տեղակալ Լևոն Հակոբյանը:

Մասնավոր հիվանդանոցային բժշկական օգնություն և սպասարկում իրականացնող հիմնարկներում է տեղակայված հանրապետության մահճակալային ֆոնդի շուրջ 32 տոկոսը: Փոխնախարարի համոզմամբ՝ դրանց գործունեությունը նշանակալի դերակատարում կունենա ռազմական դրության պայմաններում:

Ներկայում Առողջապահության նախարարության ենթակայության ներքո է գտնվում 17 հիվանդանոցային բժշկական օգնության և սպասարկում իրականացնող կազմակերպություն և 1 առողջության առաջնային պահպանության ծառայություններ մատուցող հաստատություն: «Դա խաղաղ պայմաններում արդարացված է, սակայն Հայաստանի վրա զինված հարձակման, դրա անմիջական վտանգի առկայության կամ պատերազմ հայտարարվելու դեպքում կծագի առողջապահական համակարգի միասնական կառավարման դժվարություն՝ ինչպես բնակչության բժշկական օգնության և սպասարկման, այնպես էլ ռազմական ագրեսիայի դիմակայելու համար լրացուցիչ ուժերի և միջոցների ծավալման համար: Նախագծի ընդունմամբ առաջարկվում է ռազմական դրության պայմաններում առողջապահության բնագավառի միասնական կառավարման համակարգի ստեղծում՝ ՀՀ առողջապահության բնագավառի պետական կառավարման լիազոր մարմնի կառավարման լիազորությունների անցմամբ»,-նշել էր նա:

Նախագծի ընդունմամբ ռազմական դրության պայմաններում բժշկական օգնություն եւ սպասարկում իրականացնող կազմակերպությունների (անկախ սեփականության ձեւից) կառավարման լիազորությունները (կադրային ռեսուրսներ, բժշկական գույք, մահճակալային ֆոնդ, բժշկական նշանակության ապրանքներ, տեխնիկական եւ հարակից միջոցներ, շարժական գույք եւ բժշկական օգնություն եւ սպասարկում իրականացնող կազմակերպությունների բնականոն աշխատանքն ապահովող օժանդակ միջոցներ եւ այլն) կվերապահվեն Հայաստանի Հանրապետության առողջապահության բնագավառի պետական կառավարման լիազոր մարմնին:

Օրենքի նախագիծը հոկտեմբերի 24-ի Ազգային ժողովի նիստում առաջին ընթերցմամբ ընդունվել է 119 կողմ, 1 դեմ ձայներով:
