«Փաստ» օրաթերթը գրում է

Այսօր գումարվելու է ԱԺ արտահերթ նիստ, որի օրակարգում 11 հարց է ընդգրկված։ Ուշագրավ է, որ տարվա գուցե վերջին արտահերթի 11 հարցերից 4-ը վարկային համաձայնագրեր են, որոնք կառավարության կողմից վավերացվելուց հետո ուղարկվել են խորհրդարան։ 

Պարզվում է, որ «նոր Հայաստանի» խորհրդարանն արտահերթ կարգով վավերացման է դնելու 131,406 մլն եվրոյով ՀՀ պետական պարտքն ավելացնելու մասին հարցերը։ 

Այսպիսով, վարկերից առաջինը ՀՀ և ՎԶԵԲ-ի միջև «Հարկաբյուջետային, տնտեսական և պետական հատվածի կառավարման զարգացման քաղաքականության վարկ» վարկային համաձայնագիրը վավերացնելու մասին հարցն է, համաձայն որի՝ ՀՀ-ին տրամադրվում է բյուջետային աջակցության վարկ՝ 45,8 մլն եվրո գումարի չափով: 

Հիմնավորումների մեջ նշված է, որ տվյալ միջոցներն ուղղվելու են «ՀՀ 2019 թվականի պետական բյուջեի մասին» ՀՀ օրենքով սահմանված պակասուրդի ֆինանսավորմանը, ուստի վարկային միջոցների ժամանակին ստացումը կարևոր նշանակություն ունի պետբյուջեի կատեգորիաներով նախատեսված ծախսերի ֆինանսավորման տեսանկյունից: 

Մյուսը ՀՀ և Ասիական զարգացման բանկի միջև «Մարդկային ներուժի զարգացման ընդլայնման ծրագիր» վարկային համաձայնագիրը վավերացնելու մասին է, ըստ որի՝ նախատեսվում է ՀՀ-ին տրամադրել բյուջետային աջակցության վարկ` 9,1 մլն եվրո գումարի չափով: 

Հաջորդը ՀՀ և ՎԶԵԲ միջև «Քաղաքականության վրա հիմնված վարկ - Շրջակա միջավայրի պահպանություն - BMZ 3010 00 579, վարկ N 29426» վարկային համաձայնագիրը վավերացնելու մասին պայմանագիրն է։ Այս համաձայնագրով ՀՀ-ին տրամադրվում է բյուջետային աջակցության վարկ` 40 մլն եվրո գումարի չափով: 

Իսկ ՀՀ և Ասիական զարգացման բանկի միջև «Հանրային արդյունավետության և ֆինանսական շուկաների երկրորդ ծրագիր» վարկային համաձայնագրով ՀՀ-ին կտրամադրվի բյուջետային աջակցության վարկ` 36,5 մլն եվրո գումարի չափով: 

Ստացվում է, որ իր ողջ ընդդիմադիր գործունեության տարիներին վարկային համաձայնագրերի դեմ քվեարկած ու արտահայտված, պետական պարտքի ավելացման թիվ մեկ քննադատ Նիկոլ Փաշինյանը շարունակում է վերցնել հերթական վարկերը՝ բյուջեն սպասարկելու համար։ Այն դեպքում, երբ իշխանությունները քանիցս ասել են, թե փող կա, փողը խնդիր չէ...
