Կառավարության նպատակն անշարժ գույքի պրոգրեսիվ հարկման մեխանիզմների ձևավորումն է: Այս մասին այսօր` դեկտեմբերի 28-ին ասել է ՀՀ վարչապետ Նիկոլ Փաշինյանը` Կառավարությունում գույքահարկի համակարգի բարեփոխումների ընթացքի վերաբերյալ այսօր տեղի է ունեցած խորհրդակցության ժամանակ:

Քննարկվել է մինչ օրս այդ ուղղությամբ կատարված աշխատանքը. փոխվարչապետ Մհեր Գրիգորյանը նշել է, որ 2019 թ. նոյեմբերին ընդունվել է «Անշարժ գույքի հարկով հարկման նպատակով անշարժ գույքի շուկայական արժեքին մոտարկված կադաստրային գնահատման կարգը սահմանելու մասին» ՀՀ օրենքը, որն ուժի մեջ է մտնելու 2021թ. հունվարի 1-ից: Օրենքով սահմանվում է կադաստրային տարածագնահատման 20 գոտի և 9 տեսակի գույքահարկ ողջ հանրապետության տարածքում, ինչը կբարձրացնի հարկման հասցեականությունը: Արդյունքում ակնկալվում է հանրապետությունում ներդնել անշարժ գույքի միասնական և արդյունավետ գնահատման ու հարկման համակարգ:

Մտքերի փոխանակությունը ծավալվել է հետագա անելիքների և քայլերի շուրջ: Քննարկվել են օրենքի կիրարկման համատեքստում գույքային հարկերի համակարգի բարեփոխումների իրականացման մեթոդաբանությանը, ներդրման ժամանակացույցին, անշարժ գույքի շուկայական և կադաստրային արժեքի արդյունավետ համադրմանը, գույքային հարկերն սպասարկող ծրագրային համակարգերի ապահովմանը, հանրային ներկայացմանը վերաբերող հարցեր:

Վարչապետը նշել է, որ կառավարության նպատակն անշարժ գույքի պրոգրեսիվ հարկման մեխանիզմների ձևավորումն է, հարկային բեռի արդարացի ու համարժեք բաշխման ապահովումը, և բարեփոխումները պետք է իրականացվեն հենց այս տրամաբանության ներքո: Կառավարության ղեկավարը հանձնարարել է պատասխանատուներին՝ շարունակել աշխատանքը և մեկամսյա ժամկետում ներկայացնել առաջարկություններ՝ նախատեսվող փոփոխությունների մոդելավորված տարբերակի և ներդրման ժամանակացույցի վերաբերյալ:
