Մինչեւ 2018-ի հունվարի մեկը հարկ վճարողներից գանձված գերավճարները դրանք անցումային գերավճարներն են, որոնք նախորդ տարիներին հաշվարկվել է որպես հարկային եկամուտ. մենք ունենալով բյուջետային աննախադեպ կատարողականի ցուցանիշներ, մենք 132,7 մլրդ դրամի ժառնգված պարտքերը մարել ենք հասցնելով 5,9 մլրդ դրամի: Այս մասին, այսօր՝ հունվարի 13-ին, լրագրողների հետ հանդիպման ժամանակ նշեց ՊԵԿ նախագահ Դավիթ Անանյանը՝ հավելելով, որ այսինքն իրենք 128 մլրդ դրամ վերադարձրել են հարկ վճարողներին՝ այդ չափով հարկեր չպահանջելով նրանցից:

«Մենք ժառանգել ենք նաեւ 143 մլրդ դրամի ավելացված արժեքի հարկի գծով պարտքեր, որոնք կոչվում են դեբետային գերավճարներ: Այդ պարտքն այսօր կազմում է 70,7 մլրդ դրամ: Այսինքն 2019-ին կարողացել ենք 75,4 մլրդ դրամով նվազեցնել այդ պարտքը հարկ վճարողներին:

Ստացվում է, որ 2018-ին հարկ վճարողներին ունեցել ենք պարտք 275,7 մլրդ դրամ, որից անցումային գերավճարի գծով՝ 132,7 մլրդ դրամ եւ դեբետային գերավճարի գծով 143 մլրդ դրամ, իսկ արդեն 2020 թվականի հունվարի 1-ի դրությամբ այդ պարտքը կազմում է 76,6 մլրդ դրամ:

Վարչապետը հայտարարել է, որ երկու տարում հնարավորություն ունենք հարկային եկամուտներն ավելացնել 30-40 տոկոսով: Մենք արդեն նշեցինք, որ շուրջ 200 մլրդ դրամ հետ ենք վերադարձրել հարկ վճարողներին, դրանով նվազեցնելով մեր բյուջետային փաստացի կատորողականի ցուցանիշը:

Եթե տեսնենք, որ 2017-ի փաստացի կատարողականը եղել է 1 տրլն 158 մլրդ դրամ, ապա 2019 թվականի 1 տրլն 464 մլրդ դրամից հանելով դա, մենք ստանում ենք փաստացի այն եկամուտը, որ 2 տարվա համար գերակատարումը կազմում է փաստացի 306 մլրդ դրամ: Եթե այդ 306 մլրդին գումարում ենք այդ 200 մլրդ դրամը, ստացվում է 506 մլրդ դրամ: Եթե այդ 506 մլրը բաժանենք 2017 թվականի բյուջեի եկամուտների ցուցանիշին, մենք կունենանք 44 տոկոս եկամուտների աճ»,-ընդգծեց Անանյանը:
