Երկօրյա աշխատանքային այցով Թուրքմենստանում գտնվող վարչապետ Հովիկ Աբրահամյանը մասնակցել է ԱՊՀ անդամ-պետությունների կառավարությունների ղեկավարների խորհրդի հերթական նիստին: Նախ կայացել է ԱՊՀ կառավարությունների ղեկավարների նեղ կազմով հանդիպումը, որին հաջորդել է ընդլայնված կազմով նիստը: Նիստի մասնակիցներին ողջունել է Թուրքմենստանի նախագահ Գուրբանգուլի Բերդիմուհամեդովը և անդրադարձել ԱՊՀ երկրների միջև փոխգործակցության զարգացման հեռանկարներին, տնտեսական փոխգործակցության խորացմանը:
Գուրբանգուլի Բերդիմուհամեդովը նշել է, որ ԱՊՀ տարածքում ներկայում ընթանում են տրանսպորտային ենթակառուցվածքների զարգացմանն ուղղված մի քանի ծրագրեր, որոնք էապես կնպաստեն երկրների միջև առևտրատնտեսական կապերի զարգացմանը: Նրա խոսքով՝ կարևոր քայլեր են իրականացվում նաև էներգետիկ ոլորտում, որոնք թույլ կտան ապահովել ԱՊՀ տարածքի էներգետիկ անվտանգությունը: Գուրբանգուլի Բերդիմուհամեդովը նշել է, որ ԱՊՀ կառավարությունների ղեկավարների նիստը համագործակցության համար լավ հարթակ է, որը նոր թափ է հաղորդում համատեղ ծրագրերի իրականացմանը:
Կառավարությունների ղեկավարները քննարկել են ԱՊՀ շրջանակում համագործակցության զարգացմանը վերաբերող շուրջ երկու տասնյակ հարցեր: Քննարկվել են 2011 թվականի հոկտեմբերի 18-ի «Ազատ առևտրի գոտու մասին» պայմանագրի դրույթների իրականացման ընթացքին, խաղաղ նպատակներով ատոմային էներգիայի օգտագործման ոլորտում ԱՊՀ անդամ-պետությունների միջուկային և ճառագայթային անվտանգության հայեցակարգին, նավթի և նավթամթերքների շուկաներում գնագոյացման և մրցակցության իրավիճակին առնչվող հարցեր:
Հավանության են արժանացել ԱՊՀ անդամ պետությունների 2015-2016թթ. հումանիտար համագործակցության բնագավառում գերակա միջոցառումների ծրագիրը, մինչև 2020թ. զբոսաշրջության ոլորտում համագործակցության զարգացման ռազմավարության իրականացման 2015-2017թթ. միջոցառումների պլանը, որի իրականացման արդյունքում նոր մակարդակի կբարձրանա բազմակողմ համագործակցությունը' նպաստելով փոխադարձ զբոսաշրջային հոսքերի ակտիվացմանը և ավելացմանը, ինչպես նաև միասնական ԱՊ Հ զբոսաշրջային տարածաշրջանի ձևավորմանը:
Մշակույթի և արվեստի (գրավոր ժառանգության պահպանում և վերականգնում, թանգարանային գործ, մշակութային ժառանգություն, կինո, թատրոն) ոլորտներում գործող ԱՊՀ մասնակից պետությունների մի շարք կազմակերպություններին, այդ թվում Մ. Մաշտոցի անվան հին ձեռագրերի գիտահետազոտական ինստիտուտին, շնորհվել է գրավոր ժառանգության պահպանման և վերականգնման բնագավառում բազային կազմակերպության կարգավիճակ: Ակ նկալվում է, որ բազային կազմակերպության կարգավիճակի շնորհումը հնարավորություն կընձեռի ընդլայնել և ամրապնդել ԱՊՀ երկրների միջև հումանիտար համագործակցությունը և իրականացնել բարձր որակավորում ունեցող մշակույթի և արվեստի ոլորտի մասնագետների ուսուցում ու վերապատրաստում:
Ստորագրվել է ««Անկախ պետությունների համագործակցությունում ապրանքների ծագման երկրի որոշման կանոնների մասին» 2009 թվականի նոյեմբերի 20-ի համաձայնագրում փոփոխություններ կատարելու մասին» արձանագրությունը, որը պայմանավորված է ԱՊՀ երկրների միջև ձևավորված ազատ առևտրի ռեժիմը պատշաճ և արդյունավետ կիրառելու անհրաժեշտությամբ և նպատակաուղղված է ԱՊՀ երկրների տարածքում ապրանքների ազատ տեղաշարժի ապահովմանը:
Նիստում անդրադարձ է կատարվել նաև մինչև 2015թ. ընկած ժամանակահատվածում ԱՊՀ մասնակից պետություններում պատերազմների վետերանների, տեղային հակամարտությունների մասնակիցների և նրանց ընտանիքների անդամների բժշկասոցիալական աջակցության հետագա զարգացման և կյանքի որակի բարելավման հիմնական ուղղությունների կատարումն ապահովող միջոցառումների ծրագրի իրականացման ընթացքին, ԱՊՀ պետությունների հակաօդային պաշտպանության միացյալ համակարգի ստեղծման և զարգացման համար 2015 թվականի հատկացումներին և այլ հարցերի:
Որոշվել է ԱՊՀ մասնակից երկրների կառավարությունների ղեկավարների խորհրդի հաջորդ նիստն անցկացնել 2015թ. մայիսի 29-ին Աստանայում:
