Արդարադատության նախարարի տեղակալ Սրբուհի Գալյանի մասնակցությամբ այսօր տեղի է ունեցել հանրային քննարկում՝ շահագրգիռ մարմինների ներկայացուցիչների մասնակցությամբ: «Խտրականության, ատելության խոսքի եւ ատելության հիմքով կատարվող հանցագործությունների մասին տարանջատ տվյալների հավաքագրման վերաբերյալ առաջարկությունների եւ ուղեցույցների նախագծերի ներկայացում» խորագրով ծրագրի քննարկումը կազմակերպվել էր Արդարադատության նախարարության, Հայաստանում Եվրոպական միության պատվիրակության եւ Եվրոպայի խորհրդի երեւանյան գրասենյակի համատեղ ջանքերով:

Փոխնախարար Գալյանը ողջունել է քննարկման մասնակիցներին եւ շնորհակալություն հայտնել ԵԽի երեւանյան գրասենյակին եւ Եվրոպական միությանը՝ ատելության խոսքի, դրա սահմանների ուրվագծման եւ համարժեք պատասխանատվության սահմանման խնդիրների վերհանման նպատակով կազմակերպած հանդիպման եւ ցուցաբերած մշտական աջակցության համար:

Սրբուհի Գալյանի խոսքով՝ խնդիրը շատ նուրբ է, քանի-որ սերտորեն առնչվում է խոսքի ազատության եւ դրա սահմանների  հետ: «Այսօր մեր երկրում աննախադեպ իրողություն է արձանագրվում. ունենք խոսքի անսահմանափակ ազատություն, եւ երբեմն խոսքի ազատության այդ իրավունքի քողի տակ մենք հանդիպում ենք թաքնված կամ  երբեմն նույնիսկ բացահայտ ատելության խոսքի դրսեւորումների, ինչն անընդունելի է մեր պետությունում եւ պետք է համարժեք արձագանքի արժանանա»,- նշել է Սրբուհի Գալյանը եւ տեղեկացրել, որ ներկայում Արդարադատության նախարարությունը մշակել է օրենքի համապատասխան նախագիծ, որը քրեական պատասխանատվություն է սահմանում ատելության խոսքի առավել վտանգավոր դրսեւորման, այն է՝ անձի նկատմամբ նրա որեւէ սոցիալական կամ անձնական բնույթի հանգամանքով պայմանավորված բռնություն գործադրելու հրապարակային կոչերի, նման բռնությունը հրապարակայնորեն արդարացնելու կամ քարոզելու համար:          

Քննարկման ավարտին փոխնախարարը հույս է հայտնել, որ այս փորձագիտական քննարկումը մեծապես կնպաստի խտրականության, ատելության հիմքով հանցագործությունների եւ ատելության խոսքի  դեմ պայքարի ոլորտում առկա խնդիրների վերհանմանը եւ կօգնի գտնել այն խնդիրների արդյունավետ լուծումը, որն այսօր առկա է մեր երկրում»,- ընդգծել է Սրբուհի Գալյանը:

ԵԽ երեւանյան գրասենյակի ղեկավար Նատալյա Վուտովան կարեւորել է նման ձեւաչափով քննարկումների կազմակերպումը եւ վստահություն հայտնել, որ շահագրգիռ կողմերի աջակցությամբ մշակված այս նախագիծը դրական արդյունք կգրանցի:
