Տնտեսական զարգացման նախաձեռնությունների կենտրոնն անդրադարձել է 2018-2019թթ.-ին ծխախոտային արտադրատեսակների արտադրության վերլուծությանը:

2019թ.-ին 2018թ.-ի համեմատ ծխախոտի արտադրության ծավալներն աճել են 6.8%-ով, իսկ մասնաբաժինը մշակող արդյունաբերության կառուցվածքում կազմել է շուրջ 13%: Հետաքրքրական է նկատել, որ իրացման ծավալները գերազանցել են արտադրության ծավալները՝  արձանագրելով 10% աճ: Այսինքն, 2019թ.-ին վաճառվել է նաև 2018թ.-ին արտադրված արտադրանքը: Նշենք, որ արտահանման ծավալներն աճել են 14.4%-ով, մինչդեռ ՀՀ տարածքում ծխախոտային արտադրանքի իրացման ծավալները կրճատվել են 0.2%-ով` որոշակիորեն պայմանավորված նաև ակցիզային հարկի բարձրացման հետ: Այս ոլորտի համար առաջնային են համարվում հատկապես սիրիական և իրաքյան շուկան, ոչ թե ԱՊՀ երկրների շուկաները, որտեղ արտահանման ծավալները 16.2% աճ են արձանագրել, մինչդեռ դեպի ԱՊՀ երկրներ արտահանման ծավալները կրճատվել են 21.1%-ով: Հետաքրքրական է նկատել, որ 2015թ.-ից սկսած արտահանման կառուցվածքում երկրորդ տեղում է հայտնվել «սիգարետ և սիգար» ապրանքային խումբը՝ պղնձի հանքաքարի խտանյութից հետո:

Նշենք, որ 2015-2019թթ.-ին զգալիորեն աճել են «սիգարետ և սիգար» ապրանքային խմբի արտահանման ծավալները: 2019թ.-ին տարեկան աճի տեմպը կազմել է 12.4% կամ 273 մլն ԱՄՆ դոլար:

Հենց այս ոլորտի կատարողականի շնորհիվ առաջին 1000 խոշոր հարկ վճարողների ցուցակը 2019թ.-ին գլխավորել է «Գրանդ Տոբակո» ՍՊԸ-ն՝ առաջ անցնելով 2018թ.-ի առաջատարին` «Զանգեզուրի պղնձամոլիբդենային կոմբինատ» ՓԲԸ-ին, որը 2019թ.-ին հայտնվել է 2-րդ տեղում: 2019թ.-ին «Գրանդ Տոբակո» ՍՊԸ-ի կողմից վճարված հարկերը ավելացել են 35.1%-ով` կազմելով շուրջ 57 մլրդ ՀՀ դրամ:  

2019թ.-ին առաջին 1000 խոշոր հարկ վճարողների ցուցակում «Ինտերնեյշնլ մասիս տաբակ» ՍՊԸ-ն չորրորդն է, մինչդեռ 2018թ.-ին 9-րդ խոշոր հարկ վճարող կազմակերպությունն էր: Վերջինիս կողմից վճարված հարկերն ավելացել են 47%-ով` կազմելով շուրջ 19.2 մլրդ ՀՀ դրամ: Մեկ այլ ծխախոտի արտադրությամբ զբաղվող ընկերություն՝ «ՍՊՍ Սիգարոն» ՍՊԸ-ն, 2019թ.-ի 1000 խոշոր հարկատուների ցանկում 58-րդն է՝ 2018թ.-ի 80-րդի փոխարեն:

Եթե հաշվի առնենք 2020-2023թթ.-ին ակցիզային հարկի բարձրացման՝ ԵԱՏՄ ԵՏՀ-ի պահանջը, ՀՀ շուկայում տեղական արտադրանքի սպառման ծավալները կարող են որոշակիորեն կրճատվել, ինչը նշանակում է, որ ոլորտի աճը միջնաժամկետ հատվածում հիմնականում կախված է լինելու արտահանման ծավալներից:

Այսպիսով` ծխախոտային արտադրության ծավալներն աճել են արտահանման ծավալների աճով պայմանավորված, քանի որ սեփական արտադրատեսակի իրացումը տեղական շուկայում կրճատվել է:
