SHAMSHYAN.com-ի տեղեկություններով՝ երեկ՝ փետրվարի 22-ին, իշխանության ներկայացուցիչների նկատմամբ բռնության դեպք է տեղի ունեցել Լոռու մարզում: Ժամը 00:10-ի սահմաններում Ստեփանավան քաղաքում ոստիկանության Ստեփանավանի բաժնի քրեական հետախուզության բաժանմունքի օպերլիազոր Տիգրան Պ.-ն և նույն բաժնի համայնքային ոստիկանության բաժանմունքի տեսուչ Արթուր Գ.-ն ոստիկանության Ստեփանավանի բաժնից դուրս գալու ժամանակ նկատել են, որ Ստեփանավան քաղաքի բնակիչ, Ֆրունզիկ Շահինյանը իր վարած ВАЗ 21703 մակնիշի 35 PT 060 համարանիշի ավտոմեքենայով Սարգսյան և Շահումյան փողոցների խաչմերուկում բարձր արագությամբ մանևրում է, ապա ընթացել է իրենց ուղղությամբ: ՀՀ ոստիկանության ծառայողները փորձել են կանգնեցնել, սակայն Ֆ. Շահինյանը չի ենթարկվել նրանց «կանգ առ» օրինական պահանջին և շարունակել է բարձր արագությամբ ընթանալով՝ այս անգամ Սարգսյան և Սուրբ Նշան փողոցների խաչմերուկում կրկին մանևրել, ապա դիմել փախուստի:

Կարճ ժամանակ անց Ստեփանավանի ոստիկանները խուլիգանություն կատարելու կասկածանքով ոստիկանության Ստեփանավանի բաժին բերման ենթարկելու նպատակով ձեռնարկված միջոցառումների շնորհիվ Տերյան փողոցի թիվ 7 հասցեի դիմաց առանց նշված ավտոմեքենայի հայտնաբերել են Ֆ. Շահինյանին: Բաժին բերման ենթարկելուց Տերյան փողոցի սկզբնամասում ավտոմեքենայի ընթացքի ժամանակ Ֆ. Շահինյանը բացել է ավտոմեքենայի դուռը և փորձել դիմել փախուստի, սակայն ոստիկանները կանխել են: Դրանից հետո, ըստ նախնական տեղեկությունների, Ֆ. Շահինյանը, գտնվելով ակնհայտ ոչ սթափ վիճակում, չի ենթարկվել ոստիկանության ծառայողների օրինական պահանջներին, ձեռքերով և ոտքերով հարվածներ է հասցրել նրանց մարմնի տարբեր մասերին, իսկ հետո պոկել ոստիկանության ծառայողներից մեկի ուսադիրը: Սակայն, ի վերջո, ոստիկաններին հաջողվել է նրան բերման ենթարկել ոստիկանության Ստեփանավանի բաժին: Փաստի առթիվ ոստիկանության Ստեփանավանի բաժնի հետաքննչական բաժանմունքում նյութեր են նախապատրաստվում և այդ նյութերը փոխանցվել են ՀՀ պաշտպանության նախարարության 7-րդ կայազորային քննչական բաժին, քանի որ, ըստ տեղեկությունների, Ֆ. Շահինյանը ՀՀ ՊՆ ծառայող է: Ձեռնարկվում են անհրաժեշտ օպերատիվ-միջոցառումներ՝ ВАЗ 21073 մակնիշի ավտոմեքենան հայտնաբերելու ուղղությամբ:
