ԱԳ նախարար Էդվարդ Նալբանդյանի պատասխանը News.am լրատվական կայքի հարցին
Հարց. Երեկ Ադրբեջանի ԱԳՆ-ն հայտարարությամբ է հանդես եկել, որտեղ հերթական անհիմն մեղադրանքներն է հնչեցրել Հայաստանի հասցեին։ Ի՞նչ կասեք այդ կապակցությամբ։Պատասխան. Այդ հայտարարությունը իրավիճակի, փաստերի և փաստաթղթերի ակնհայտ խեղաթյուրման հերթական դրսևորում է:
Ադրբեջանի արտգործնախարարությունը կրկին անգամ փորձում է կեղծել ՄԱԿ-ի անվտանգության խորհրդի բանաձևի էությունը' դիտավորյալ բաց թողնելով դրա հստակ պահանջը' «անմիջապես դադարեցնել բոլոր թշնամական գործողությունները»։
ՄԱԿ-ի անվտանգության խորհրդի 1993թ. ղարաբաղյան հիմնախնդրի վերաբերյալ բոլոր չորս բանաձևերի առաջնային և անվերապահ պահանջն էր ռազմական և թշնամական գործողությունների դադարեցումը։ Հենց Ադրբեջանի կողմից սույն բանաձևերի հիմնարար պահանջը չկատարելու հետևանքով անհնարին դարձավ դրանց իրականացումը: Եվ առնվազն զավեշտալի է, որ Ադրբեջանը հղում է կատարում այն բանաձևերին, որոնց կատարումը հենց ինքն է տապալել:
Հարկ է վերստին հիշեցնել, որ ՄԱԿ-ի անվտանգության խորհրդի բանաձևերից և ոչ մեկը Հայաստանը չի մատնանշվում որպես հակամարտության կողմ: Հայաստանին միայն կոչ է արվում «շարունակել օգտագործել իր ազդեցությունը» Արցախի վրա, և Արցախը ակնհայտորեն ճանաչվում է որպես հակամարտության կողմ, ինչն Ադրբեջանը շարունակաբար փորձում է անտեսել:
Ադրբեջանը մերժել է Անվտանգության խորհրդի բանաձևերի պահանջի կատարումը՝ տարածաշրջանում տնտեսական, տրանսպորտային, էներգետիկ կապերի վերականգնման վերաբերյալ։
Ավելին, Անվտանգության խորհրդի բանաձևերը կոչ էին անում ձեռնպահ մնալ հակամարտության խաղաղ կարգավորումը խոչընդոտող գործողություններից և ջանքեր ներդնել' Մինսկի խմբի շրջանակներում հիմնահարցի հանգուցալուծման ուղղությամբ: Ի՞նչ արեց Ադրբեջանը։ Լրիվ հակառակը. յուրաքանչյուր բանաձևից հետո ծավալեց նոր լայնածավալ ռազմական գործողություններ։
Բաքուն նորանոր սադրանքների գնաց' խափանելու համար բանակցային գործընթացը, Հայաստանի և միջազգային հանրության ջանքերն՝ ուղղված հակամարտության բացառապես խաղաղ կարգավորմանը: Նույնը անում է այսօր։
Ակնհայտ է, որ հենց Ադրբեջանի իշխանություններն են, որ բազմիցս ոտնահարել են ՄԱԿ-ի անվտանգության խորհրդի բանաձևերի պահանջը' միջազգային հումանիտար իրավունքի սկզբունքների խախտումից զերծ մնալու վերաբերյալ, ինչին ականատես ենք նաև այսօր՝ խոցված ուղղաթիռի անձնակազմի հարցով:
Ուսումնավարժական թռիչք իրականացնող ուղղաթիռի խոցման սադրիչ քայլով Ադրբեջանը կոպտորեն խախտել է ոչ միայն ՄԱԿ-ի անվտանգության խորհրդի բանաձևերի պահանջները, այլև' 1994թ. հրադադարի հաստատման և 1995թ. հրադադարի ռեժիմի ամրապնդման մասին եռակողմ համաձայնագրերը, ինչպես նաև միջազգային հանրության բազմաթիվ կոչերը' զինադադարի ամրապնդման վերաբերյալ։
Փոխվստահության ամրապնդման միջազգային պարտավորությունների համաձայն' Հայաստանը և Արցախը ԵԱՀԿ խողովակներով ու լրատվամիջոցներով տեղեկացրել են նախապես ծրագրավորված միասնական զորավարժություններ անցկացնելու իրենց մտադրության մասին՝ ի տարբերություն Ադրբեջանի, որը վերջին ամիսներին անցկացրել է մի շարք զորավարժություններ, այդ թվում' շփման գծի մոտակայքում, ինչի մասին երբեք նախապես պատշաճ չի տեղեկացրել։
Առերեսվելով միջազգային կառույցների արձագանքին՝ Ադրբեջանը փորձում է փուչ մեղադրանքներով քողարկել իր փաստարկների բացակայությունը։
Բաքուն շարունակում է հակադրվել միջազգային հանրությանը, ինչը ևս մեկ անգամ ցույց տվեց ԵԱՀԿ Մինկսի խմբի համանախագահների հայտարարությանը իր արձագանքով։ Ակնհայտ է, որ Ադրբեջանը կորցնում է իրականության զգացումը, և օրեցօր առավել խորանում է անդունդը' քաղաքակիրթ աշխարհի և այդ երկրի միջև:
