«Փաստ» օրաթերթը գրում է

Արտակարգ իրավիճակների նախարարության տեղեկատվության և հասարակայնության հետ կապերի վարչության՝ լրատվամիջոցների մոնիտորինգի և վերլուծության բաժնի գլխավոր մասնագետ Հայկ Արամյանի հետ զրուցելու առիթ «Փաստն» ունեցել է։ 

Նա հրապարակայնորեն անդրադառնում էր կառույցում առկա խնդիրներին, ներկայացնում իր մտահոգությունները ոլորտի օրենսդրական փոփոխությունների, նաև մի շարք այլ հարցերի հետ կապված։ Օրերս պարզ դարձավ, որ նրա նկատմամբ նախ ծառայողական քննություն է նշանակվել, իսկ հետո էլ ազատվել է աշխատանքից։ Արդյո՞ք աշխատանքից ազատման պատճառը նրա հարցազրույցները և Ֆեյսբուքում հրապարակային գրառումներն են եղել։ 

Մեկնաբանություն ստանալու համար դիմեցինք Արամյանին։ «Փաստի» հետ զրույցում նա մասնավորապես նշեց. «Իմ նկատմամբ ակնհայտ ապօրինի ծառայողական քննության նշանակումը և աշխատանքից ազատումը պայմանավորված է ԱԻՆ-ում իրականացվող քաղաքականության, ապօրինությունների և կամայականությունների նկատմամբ իմ անհանդուրժող վերաբերմունքով և հնչեցրած գնահատականներով։ 

Աշխատանքային պարտականությունների կատարման հետ կապված որևէ խնդիր չեմ ունեցել, և թող անհամեստ չհնչի, բայց 2019 թվականի արդյունքների ամփոփմամբ ճանաչվել եմ վարչության լավագույն քաղաքացիական ծառայող։ 

Իմ նկատմամբ իրականացված ապօրինությունները բողոքարկել եմ դատական կարգով։ Ես նախկինում բազմիցս նշել եմ, հիմա էլ կրկնում եմ, որ ավելի նախընտրում եմ ազատվել աշխատանքից, քան անօրինականության շուրջ գնալ ինչ-որ ստվերային պայմանավորվածությունների։ 

Ապօրինությունը, կոռուպցիան, հովանավորչությունը, անարդարությունը կոռոզիայի են ենթարկում պետական կառավարման համակարգը, նվազեցնում են դրա գործունեության արդյունավետությունը և հասարակության վստահությունը պետական ինստիտուտների նկատմամբ։

 Բոլորս խոսում ենք բարեփոխումների անհրաժեշտության մասին, բայց ոչ բոլորս ենք պատրաստ ինչ-որ բան անել դրա համար։ Չի կարելի հանդուրժել արատավոր երևույթները և հետո ակնկալել դրական փոփոխություններ, առավել ևս պետական կառավարման համակարգում»։
