Ազգային ժողովում Տարածքային կառավարման, տեղական ինքնակառավարման, բնապահպանության եւ գյուղատնտեսության հարցերի խորհրդարանական մշտական հանձնաժողովի նախաձեռնությամբ մարտի 12-ին ընթանում են «Հայաստանի Հանրապետության վարչատարածքային բաժանման մասին» օրենքում փոփոխություններ եւ լրացումներ կատարելու մասին օրինագծի լսումներ, ԱԺ-ից փոխանցում է NEWS.am-ի թղթակիցը:

Խորհրդարանականներից բացի, նիստին մասնակցում են հասարակական եւ միջազգային կազմակերպությունների ներկայացուցիչներ, իրավաբաններ, տնտեսագետներ եւ միջին օղակի պաշտոնյաներ: Հարցի էությունն է Տավուշի մարզում 19 գյուղերի միավորումը մեկ՝ Իջեւանի համայնքում եւ Լոռիի մարզում 2 համայնքի միավորումը մեկ՝ Լերմոնտովոյի համայնքում:

Տարածքային կառավարման եւ ենթակառուցվածքների նախարարության Տեղական ինքնակառավարման քաղաքականության վարչության պետ Աշոտ Գիլոյանի խոսքով՝ Հայաստանի վարչատարածքային բաժանման բարեփոխումների գործընթացը պետք է շարունակվի, ինչի համար եւ գերատեսչությունը հանդես է եկել այս նախաձեռնությամբ:

Ընդ որում, ինչպես նշեց ԱԺ Տարածքային կառավարման, տեղական ինքնակառավարման, գյուղատնտեսության եւ բնապահպանության հարցերի մշտական հանձնաժողովի ղեկավար, «Իմ քայլի» պատգամավոր Վարազդատ Կարապետյանը, Հայաստանում չկա այլ ուղի, բացի ապակենտրոնացումից, եւ դա վերաբերում է նաեւ համայնքներին, որոնք ի վիճակի են իրենց վրա վերցնել կենտրոնական կառավարման լիազորությունների մի մասը: «Ապակենտրոնացումը վերաբերում է եւ՛ լիազորություններին, եւ՛ ֆինանսներին: Տրամաբանությունն այն է, որ մենք կփորձենք ավելի նպատակային աշխատել համայնքների հետ: Մենք սուբսիդացման ծրագրերի իրականացման ճանապարհով կամրապնդենք համայնքների, ցանցերի, օբյեկտների, ենթակառուցվածքների կապիտալ հնարավորությունները, ապա դոտացիաների կամ համայնքների ֆինանսական հավասարեցման միջոցով, բացի իրենց սեփական միջոցներից եւ եկամուտներից, որոնք եւս պետք է աճեն, կստանանք նոր ռեսուրսներ»,- պարզաբանեց Կարապետյանը:

Նշենք, որ նախաձեռնության քննադատները դա կապում են Իջեւանի քաղաքապետի ընտրություններում իշխանության վարկանիշը փրկելու ցանկության հետ: Այդ պատճառով քաղաքի հետ մեկ համայնքի մեջ են միավորում մերձակա գյուղերը:
