Հստակ քննարկումներ կան, որ Հայաստանում արտակարգ դրություն հայտարարվի: Այս մասին ֆեյսբուքյան ուղիղ եթերում ասաց ԱԺ «Լուսավոր Հայաստան» խմբակցության ղեկավար Էդմոն Մարուքյանը:

«Մի քանի հայտարարություն տեսա, այդ , որ այսօրվա Սահմանադրությունը թույլ չի տալիս, որ Հայաստանում արտակարգ դրություն հայտարարարվի եւ արտակարգ դրության իրավական ռեժիմ սկսի գործել, որը, կարծում եմ, արդեն անհրաժեշտություն է, որպեսզի մենք ավելի կազմակերպված լինենք եւ պետությունը կարողանա հատուկ միջոցներ ձեռնարկել։ Մենք ունենք արտակարգ դրության իրավական ռեժիմի մասին օրենք, որի համաձայն արտակարգ դրությունը Հայաստանի Հանրապետության ամբողջ տարածքում կամ դրա առանձին տարածքներում հայտարարվող պետական կառավարման եւ տեղական ինքնակառավարման մարմինների, ինչպես նաեւ նրանց պաշտոնատար անձանց գործունեության իրավական հատուկ ռեժիմ է։ Արտակարգ դրությունը հայտարարվում է միայն ՀՀ Սահմանադրական կարգին անմիջական վտանգ սպառնալու դեպքում եւ թվարկվում են՝ որոնք են այդ վտանգները, վերջում կա արտակարգ իրավիճակ։ Այսինքն` արտակարգ իրավիճակում պետությունը կարող է հայտարարել արտակարգ իրավիճակ»,- ասաց նա։
Նա հավելեց, որ «Արտակարգ իրավիճակներում բնակչության պաշտպանության մասին» ՀՀ օրենք կա, որտեղ նշված է, թե արտակարգ իրավիճակներում բնակչության պաշտպանությունն ինչպես է իրականացվում եւ որպես արտակարգ իրավիճակ թվարկման մեջ կա համաճարակ։ 
«Այսինքն ակնհայտ է, որ համաճարակը արտակարգ իրավիճակ է, իսկ արտակարգ իրավիճակը հիմք է, որպեսզի հայտարարվի արտակարգ դրություն»,- հավելեց նա:

Մարուքյանի խոսքով` արտակարգ դրություն հայտարարելը Կառավարության որոշելու հարցն է, այլ ոչ թե Ազգային ժողովի եւ իրենք աջակցում են այդ հարցում Կառավարությանը:
