Կառավարության գործունեությունը վերածվել է հակաճգնաժամային օպերատիվ շտաբի գործունեության, բայց կարեւոր է արձանագրել, թե ընդհանուր առմամբ որն է մեր ընդհանուր պատկերացումը սոցիալ-տնտեսական դժվարությունների հաղթահարման վերաբերյալ: Կառավարությունում այսօր կապիտալ ծրագրերի իրականացման ընթացքին վերաբերող տեղի ունեցած խորհրդակցությանը ասաց ՀՀ վարչապետ Նիկոլ Փաշինյանը:

«Ըստ էության մենք այսօր կենտրոնանում ենք հետեւյալ խնդիրը լուծելու, խոսքը աշխատատեղերի ստեղծման մասին է, հենց որ դրա լուծումը համաճարակային առումով կդառնա հնարավոր: Մենք գիտենք, որ կորոնավիրուսի բերած հետեւանքների  պատճառով աշխատաշուկայում շատ լուրջ փոփոխություններ են տեղի ունենալու եւ կառավարությունը պետք է խթանի նոր աշխատատեղերի ստեղծումը: Որն է այն գործիքը, որով կառավարությունը կարող է խթանել աշխատատեղերի ստեղծումը, առաջնային իմաստով, դա մեր պատկերացմամբ կապիտալ ծախսերի արդյունավետ իրականացնումն է եւ կապիտալ ծախսերի ծավալների հնարավոր մեծացումը»,- ասաց նա:

Վարչապետի խոսքով` այսօր  կառավարության աշխատանքը բաժանվել է հիմնական 2 մասի. «Առաջին մասը պարետատան գործունեությունն  է, որի առաջ դրված է երբեմն իրար հակասող  խնդիրներ` առաջինը դա վարակի տարածումը կանխելն է, եւ երկրորդը` օր առաջ պայմաներ ստեղծել, որ ավելի ու ավելի հիմնարակներ, ձեռնարակություններ հնարավորություն ունենան աշխատել եւ ավելի շատ տնտեսական գործունեության դաշտ բացվի, որը իր հերթին չբերի համճարակային նոր բռնկման: Բոլորս հասկանում ենք, որ սա շատ բարդ խնդիր է, եւ սա է պատճառը, որ կառավարությունը արտակարգ դրություն հայտարարեց, այս խնդիրը լուծելու համար»:

Երկրորդ ուղղությունը, վարչապետի խոսքով, սոցիալական-տնտեսական աջակցության միջոցառումների իրականացումն է եւ կապիտալ ծախսերի խթանումը:

«Հայաստանում խրոնիկ, միշտ եղել է կապիիտալ ծախսերի թերակատարում, բայց այս նոր իրավիճակում,  համաճարակային պայմաններում, կապիտալ ծախսերի արդյունավետ օգտագործումը եւ դրա հնարավոր շրջանակի եւ ներդրման հնարավորությունը առանձնակի կարեւորություն է ստանում: Այդ պատճառով տնտեսական ուղղության մեր խնդիրը հենց կապիտալ ծախսերի խթանման միջոցով նոր աշխատատեղերի ստեղծումն է եւ սա պետք է լինի մեր կառավարության առաջնահերթությունը տնտեսական ճգնաժամային կառավարման ընթացքում»,-ասաց Փաշինյանը:

Նիկոլ Փաշինյանը հավելեց, որ այս 10 օրվա ընթացքում ինչքան ճշգրիտ պահենք սահմանափակումների ռեժիմը, այնքան ավելի շուտ կվերադառնանք բնականոն կյանքի:
