Իշխանության ֆոբիաները կամ Նիկոլը կրկնում է Սերժի սխալը

Երեկվա օրը բավականին ուշագրավ էր ուշադիր աչքի համար, որն արձանագրում էր իշխանության հերթական տոտալ քարոզչական գրոհը ԲՀԿ առաջնորդ Գագիկ Ծառուկյանի դեմ։
Նախ՝ իշխանության քարոզչական «թնդանոթներից» մեկը շտապեց «քաղաքականացնել» «Մուլտի գրուպի» տնօրեն Սեդրակ Առուստամյանի կալանավորումը՝ չնայած այն փաստին, որ ԲՀԿ-ն խնդիրը դիտարկում է իրավական հարթության վրա՝ առանց քաղաքական ջղաձգումների։ Միայն այն հանգամանքը, որ Սեդրակ Առուստամյանը ղեկավարում է Ծառուկյանի անվան հետ կապվող ընկերությունը՝ քաղաքական հեռահար ենթադրություններ անելու տեղիք չի տալիս, մանավանդ, որ Առուստամյանի կալանավորումն որևէ առնչություն չունի «Մուլտի գրուպի» կամ Ծառուկյանի գործունեության հետ(սա, իհարկե, չի նշանակում, թե Առուստամյանը մեղավոր է կամ նրա կալանքն իրավաչափ է)։
Հետո՝ օրվա մեջ, իշխանության ագիտպրոպը աշխատեց ամբողջ թափով ու հասկանալի դարձավ, որ Առուստամյանի դրվագն ընդամենն առիթ էր՝ Ծառուկյանի դեմ կամպանիա սանձազերծելու համար։
Պարզվեց՝ բարձր մակարդակում քննարկվում է «Շանգրիլա» կազինոն լիցենզիայից զրկելու հարցը՝ թեև պանդեմիայով պայմանավորված տնտեսական կոլապսի պայամաններում աշխարհի ոչ մի կառավարություն չի գնում եղած աշխատատեղերի կրճատման կամ կայուն հարկատուի տնտեսական գործունեությունը խափանելու ճանապարհով։ Բայց Հայաստանի այս կառավարության պարագայում գրեթե անհնար է ռացիոնալ լուծում ակնկալելը։
Իշխանության «սերիալային թամաշան» ավարտվեց Ծառուկյանների «Արարատցեմենտից» ազատված մի քանի աշխատակիցների պնդումով, թե հեռացվում են քաղաքական հայացքների համար։ Սա նույնիսկ զավեշտալի է, որովհետև այդ մի քանի հոգու աշխատանքային պայմանագրի ժամկետը չի երկարաձգվել՝ դարձյալ ֆորս-մաժորային իրավիճակով պայմանավորված տնտեսական ճգնաժամի ու տնտեսության և բիզնեսի ծավալների անխուսափելի կրճատման հետևանքով(տեղին է նկատել, որ Ծառուկյանին պատկանող և հավատարմագրման տրված բիզնեսներում աշխատողների համար սոցիալական պաշտպանվածության երաշխիքները ապահովված են առավելագույնս՝ ի տարբերություն ճգնաժամից տուժած այլ բիզնեսներում)։ Ի դեպ, ամբողջ աշխարհում ֆորս-մաժորային իրավիճակների համար պատասխանատվություն կրում են ոչ թե սեփականատերերը, որոնք նույնիսկ պետական աջակցություն են ստանում, այլ՝ պետությունը։
Իսկ իշխանության ջղաձգումները պայմանավորված են միայն նրան հայտնի ֆոբիաներով։ Երկրում սոցիալական դժգոհության մեծ գեներացիա կա ու իշխանությունն այս իրավիճակում՝ հակաճգնաժամային ռացիոնալ քաղաքականություն իրականցանելու փոխարեն, ընտրել է իր ազդեցությունից դուրս գործող ամենաինստիտուցիոնալ համակարգի՝ Ծառուկյանի թիմի ազդեցությունը չեզոքացնելու անհեռանկար ճանապարհը։
Տեղին է նկատել, որ ձևավորման օրից սկսած՝ ԲՀԿ-ն կայունացնող գործոն ու քաղաքական բուֆեր է եղել իշխանության և արմատական ընդդիմության, իշխանության և հասարակության միջև։ Երբ 2015-ին Սերժ Սարգսյանի իշխանության ռեպրեսիվ քաղաքականության հետևանքով կայունացնող այդ գործոնը չեզոքացավ ու Գագիկ Ծառուկյանը հեռացավ քաղաքականությունից, ընդամենը մեկ տարի անց իշխանությունը բախվեց ՊՊԾ գնդի գրվման ու հասարակության ցասման փաստին։ Եթե Նիկոլ Փաշինյանի իշխանությունը պատմությունից դասեր չքաղի, ապա Գագիկ Ծառուկյանի քաղաքական հնարավոր «բացակայությունը» հանգեցնելու է սոցիալական լրվածության ուժգնացմանը՝ անկանխատեսելի և անդառնալի հետևանքերով։
