ՊԵԿ -ն ամփոփեց կորոնավիրուսի տնտեսական հետևանքների չեզոքացման 5-րդ միջոցառման արդյունքները

ՀՀ Ազգային ժողովը ապրիլի 22-ին ընդունել է ԱԺ «Բարգավաճ Հայաստան» խմբակցության պատգամավոր Միքայել Մելքումյանի կողմից ներկայացված ՀՀ հարկային օրենսգրքում փոփոխություն և լրացում կատարելու մասին և Կուտակային կենսաթոշակների մասին օրենքում փոփոխություն կատարելու մասին օրենքների նախագծերի փաթեթը, որով հարկային պարտավորությունների համար տույժի հաշվարկը ժամկետանց յուրաքանչյուր օրվա համար 2020 թվականի ապրիլի 21-ից 0,075 տոկոսի փոխարեն կհաշվարկվի 0,04 տոկոսի չափով:

ՊԵԿ նախագահի տեղակալ Արթուր Մանուկյանը ներկայացնելով տարբեր տարիների ընթացքում տույժերի հաշվարկման դրույքաչափերը նշեց, որ այն մի քանի անգամ փոփոխվել է, իսկ ինչ վերաբերում է վերջին երկու տարիներին, ապա ՊԵԿ-ի կողմից տույժերի հաշվարկը չի վերանայվել:

ՊԵԿ նախագահի տեղակալի խոսքով այս փոփոխությունը հատկապես այն ՓՄՁ-ների համար է շահեկան, որոնք հնարավորություն չեն ունեցել օգտվել 1-ին և 3-րդ միջոցառումներից: Եվ այս փոփոխությունը միջոց է տարեկան նախկին 27,4 %-ի հասնող տույժերի փոխարեն վճարել 14 %-ի չափով:

Ի դեպ, ըստ Ա. Մանուկյանի,այս փոփոխությունն ունի նաև որոշակի սոցիալական ազդակ, քանի որ կազմակերպություններից բացի տույժերի վերահաշվարկը վերաբերում է նաև ֆիզիկական անձանց գույքահարկին, հողի հարկին և եկամտային հարկ վճարող այն ֆիզիկական անձանց, որոնք բիզնես դաշտում չեն: 

Փոփոխվել է նաև գույքի նկատմամբ արգելանք դնելու կարգը: Եթե նախկինում չկատարած պարտավորության 500 հազար դրամի շեմն անցնելու դեպքում ՊԵԿ-ն իրավունք ուներ արգելանք կիրառել տնտեսվարողի գույքի վրա,  ապա ներկայում այդ շեմը երեք անգամ բարձրացվել է և հասցվել է 1,5 մլն դրամի:

Ա. Մանուկյանը տեղեկացրեց նաև, որ այն տնտեսվարողների հանդեպ, որոնց հարկային մարմիներին ունեցած պարտքը արտակարգ դրությամբ պայմանավորված կազմում է մինչև 1,5 մլն դրամ, մինչև արտակարգ դրության ավարտը չի հարուցվի վարչական վարույթներ և չեն կայացվի որոշումներ: Այս հարցին ՊԵԿ-ը կանդրադառնա արտակարգ դրության ավարտից հետո: 

ՊԵԿ-ի տեղեկացմամբ կորոնավիրուսի տնտեսական հետևանքների չեզոքացման հինգերորդ միջոցառումն ավարտվել է: Դիմումների ներկայացման վերջնաժամկետը լրացել է մայիսի 10-ին: Բացի այդ, միջոցառման շրջանակում կոմիտեի կողմից ուսումնասիրվել է 52 606 հարկ վճարողների եկամտային հարկի և սոցիալական վճարի ամսական հաշվարկներ: Հունվար և փետրվար ամիսների հարկային հաշվարկների տվյալներով ծրագրի պոտենցիալ շահառու կարող էին հանդիսանալ 25 071-ը, ովքեր ունեին 2-50 աշխատատեղ: Վերջիններիս մարտ ամսվա հաշվարկների գնահատման արդյունքում միջոցառման շահառու են համարվել և ծանուցվել 14 964-ը կամ շուրջ 60 %-ը:

2020թ. մայիսի 12-ի դրությամբ աջակցություն ստանալու դիմում են ներկայացրել շահառու համարված սուբյեկտների շուրջ 93.3 %-ը կամ 13 956-ը: ՊԵԿ-ն ընթացք է տվել բոլոր դիմումներին: Ընդհանուր առմամբ փոխանցվել է շուրջ 2,2 մլրդ դրամ գումար:

Ինչ վերաբերում է կորոնավիրուսի տնտեսական հետևանքների չեզոքացման 10-րդ միջոցառումանը, ապա այն դեռ ընթացքի մեջ է, ցուցանիշները օր-օրի փոխվում են: Մայիսի 8-ի տվյալներով 5 725 միկրոձեռնարկատիրության սուբյեկտ հանդիսացող շահառուներից աջակցությունից օգտվելու համար դիմել է 3 858 տնտեսավարող, որոնցից 3 747-ը պետության կողմից ստացել է ընդհանուր առմամբ 217,7 մլն դրամի չափով միանվագ աջակցություն։ Հիշեցնենք, որ կորոնավիրուսի տնտեսական հետևանքների չեզոքացման 10-րդ միջոցառման շրջանակում, ՀՀ ՊԵԿ հաշվետվությունների ներկայացման էլեկտրոնային համակարգի միջոցով ուղարկվող դիմումների (այդ թվում`  ճշտված) ներկայացման վերջնաժամկետը սահմանված է մինչև 2020 թվականի մայիսի 20-ը ներառյալ:
