Քաղաքագետ Հայկ Մարտիրոսյանը ֆեյսբուքյան իր էջում գրառում է կատարել՝ անդրադառնալով համընդհանուր հարկային հայտարարագրի վերաբերյալ վարչապետի հայտարարությանը։ Նա մասնավորապես նշել է, որ դրանով հարկային բեռ է դրվում նաև ամենաչքավոր, չքավոր և միջին խավի վրա, որ մի կերպ եկամուտներ է ապահովում ամենատարբեր աղբյուրներից: Մարտիրոսյանի գրառումը՝ ստորև․

«Եվ հիմա` համընդհանուր հարկային հայտարարագիր:

Մոտավորապես` ամերիկյան մոդելով, որտեղ հարկերը քերթվում են պարզ քաղաքացիներից և ցածր ու միջին եկամուտ ստացողներից, իսկ բազմամիլիարդանոց կորպորացիաները հաճախ ոչինչ, բառացիորեն ոչինչ չեն վճարում բյուջե: Հայաստանում կարող է մի փոքր այլ լինել, բայց տրամաբանությունը նույնն է: Հարկային բեռ է դրվում նաև ամենաչքավոր, չքավոր և միջին խավի վրա, որ մի կերպ եկամուտներ է ապահովում ամենատարբեր աղբյուրներից: Իսկ այդ բեռն անապահով խավի համար զգալի է: Օրեր առաջ դա համընդհանուր և բարձրացող գույքահարկն էր, այսօր արդեն` համընդհանուր եկամտահարկերը` հայտարարագրերի ներդրման մասին վարչապետի հայտարարությամբ:

Գեղեցիկ կեղծախոսությունների տակ իրականում թաքնված է մի պարզ հանգամանք. չկարողանալով և նաև չցանկանալով հետ բերել նախկինում թալանվածը` ամենայն հավանականությամբ` գնալով պետական կոռուպցիայի նմանվող գործարքների, օլիգարխների և նախկին ռեժիմի թալանչի-բազմամիլիոնատերերի կամ միլիարդատերերի հետ, որի արդյունքում վերջիններս պահպանեցին իրենց թալանած ունեցվածքի մեծագույն մասը, այս իշխանությունը հիմա փորձում է բյուջեն լցնել` ֆինանսապես կեղեքելով ողջ հասարակությանը:

Եվ վարչապետը վաճառում է դա ժողովրդին` կեղծ բնորոշումներով. «պետության հանդեպ վերաբերմունք, պատասխանատվություն, մասնակցություն» և այլն:

Իրականում տգետ գավառացիների այս լիբերտարիանական (որ հանցագործ, կեղեքիչ ազատականության գաղափարախոսություն է` իբրև թե մարդկանց ազատություն տալու սկզբունքների վրա հենվող) իշխանությունն ամեն օր սոցիալական նոր դժգոհություն է հասունացնում, որ պայթելու է իր երեսին: Եվ լավ է անում: Ռեժիմացող այս ապիկարախմբակը որքան շուտ հեռանա իշխանությունից` այնքան լավ:

Բայց պետք է զգոն լինել` թույլ չտալու, որպեսզի դրանից չօգտվեն նախկինները: Նախկինների վերադարձի սպառնալիքի առաջին և միակ ու միանձնյա պատասխանատուն այսօրվա իշխանությունն է: Այսօրվա իշխանությանն է ձեռնտու նախկինների քաղաքական կենսագործունեությունը, այսօրվա իշխանությունն է նախկինների այլընտրանքայնությամբ սեփական ժողովրդին սպառնում` փորձելով ապացուցել սեփական անփոխարինելիությունը:

Հետևաբար հեռանան նրանք թե մնան` նախկինների վտանգը միշտ էլ լինելու է` քանի դեռ իշխանության չեն եկել ազգային-ժողովրդավարական չաղտոտված ուժերը»:
