Հայկական իշխանությունների կողմից ապրիլյան պատերազմի ժամանակ ինֆորմացիոն բացթողման համար պատասխանատու ՀՀ ԶՈՒ Գլխավոր շտաբի գլխավոր ռազմական հետախուզության վարչության արդեն նախկին վարչության պետ գեներալ Արշակ Կարապետյանն աշխատանքից ազատվեց, սակայն նոր իշխանությունը գտավ գեներալ Կարապետյանին՝ նրան առաջարկելով ծառայություններ մատուցել։ Այս մասին ֆեյսբուքյան ուղիղ եթերում խոսեց Սուրբ Աթոռում ՀՀ նախկին դեսպան Միքայել Մինասյանը։

Մինասյանը նաև մանրամասնում է, թե ինչ ծառայությունների մասին է խոսքը։

«Գեներալ Կարապետյանը, ով հիմա զբաղեցնում է վարչապետի խորհրդականի պաշտոնը, մայիսի 23-ին գործուղվել է Վորոնեժ ՝ չնայած ՀՀ-ում և ՌԴ-ում գործող արտակարգ դրության ռեժիմին։ Այսինքն, գեներալ Կարապետյանը չէր կարող հատել սահմանը որպես մասնավոր անձ, հետևաբար նա գնացել է որպես պետական պաշտոնյա, այնինչ կառավարության կայքում այդ մասին տեղեկություն չկա։ Հետևաբար նա գնացել է վարչապետի կամ գաղտնի հրամանով, կամ բանավոր հրամանով, իսկ թե ինչու ՝ շատ պարզ է, որովհետև Նիկոլ Փաշինյանը, ով արդեն վաղուց օգտագործում է գեներալ Կարապետյանին մութ գործերի համար, այս անգամ էլ նրան Վորոնեժ է ուղարկել՝ բանակցելու ՌԴ հատուկ ծառայությունների հետ, որպեսզի վերջիններս օգնեն Նիկոլ Փաշինյանին և ՀՀ վարչապետի ընտանիքին վերաբերվող ամենամեծ սկանդալում՝ կապված մաքսանենգ ծխախոտի հետ, անեն ծածկադմփոց և չհարուցվի քրեական գործ»,- ասաց Մինասյանը։
