«Իրատես» թերթը գրում է. «Երեկվա օրը լի էր պաշտոնանկություններով՝ ԱԱԾ տնօրեն Էդուարդ Մարտիրոսյանի, ԶՈՒ գլխավոր շտաբի պետ Արտակ Դավթյանի, ոստիկանապետ Արման Սարգսյանի: Գնդապետ Արգիշտի Քյարամյանը նշանակվեց ԱԱԾ տնօրեն: Գեներալ-լեյտենանտ Օնիկ Գասպարյանը նշանակվեց ԶՈՒ Գլխավոր շտաբի պետ: Գնդապետ Վահե Ղազարյանը նշանակվեց ոստիկանության պետ:

«Գեներալ-լեյտենանտ Արտակ Դավթյանին, գնդապետ Էդուարդ Մարտիրոսյանին, գնդապետ Արման Սարգսյանին շնորհակալություն եմ հայտնում այս ընթացքում կատարած աշխատանքի եւ ներդրած ջանքերի համար»,- ֆեյսբուքյան իր էջում գրեց վարչապետ Նիկոլ Փաշինյանը:

Ահա թե ինչ եղավ, երբ կորոնավիրուսով հիվանդ վարչապետը վերադարձավ լիարժեք աշխատանքի՝ դառնալով կորոնապատմության մեջ ամենաարագ ապաքինված ընտանիքի հայր: Բայց դա առանձին պատմություն է: Ի՞նչ են նշանակում այս հրաժարականներն ու նշանակումները: Եթե Արտակ Դավթյանի պարագայում հրապարակային պատճառը կիրակի օրը որդու հարսանիքն էր, որը չէր կարող նախապես համաձայնեցված չլինել վարչապետի հետ, բայց հաջորդեց պատիժը, ԱԱԾ տնօրենի ու ոստիկանապետի պաշտոնանկություններն ու նոր նշանակումները Հայաստանում ստեղծված իրավիճակում կարող են դառնալ տեխնիկական եւ մի քանի ամսվա պաշտոնավարման իրողություններ, որ նույնպես առանձին պատմություն է:

Կորոնաճգնաժամի պայմաններում հասարակության ակնկալած հրաժարականները ոչ ԱԱԾ տնօրենի, ոչ ոստիկանապետի, ոչ էլ անգամ գլխավոր շտաբի պետինն են: Նրանք չեն կորոնավիրուսի տարածման մեղավորները: Կա հստակ պահանջ՝ պաշտոնանկել առողջապահության նախարար Արսեն Թորոսյանին՝ համակարգը կաթվածահար անելու, ճգնաժամային կամայական կառավարման, անհրաժեշտ միջոցներով ժամանակին համակարգը չապահովելու պատճառով:

Նույն պահանջը գործում է փոխվարչապետ ու պարետ Տիգրան Ավինյանի դեպքում՝ չկազմակերպելու համար առողջապահության նախարարության ու պետական կառավարման մյուս օղակների համադրված աշխատանքը, ձախողելու պարետատան ընդունած որոշումների կատարման վերահսկողությունը: Աբսուրդ է, երբ պաշտոնանկվում է ոստիկանապետը, իսկ պարետը՝ ոչ: Աբսուրդ է, երբ չեն ներկայացվում պաշտոնանկության պատճառները:

Հ. Գ. Այս պայմաններում նույնքան աբսուրդ է վարչապետ Նիկոլ Փաշինյանի հրաժարականի պահանջը՝ մենք այն վիճակում չենք, որ խորհրդարան լուծարենք ու գնանք արտահերթ ընտրությունների՝ առաջին, ՔՊ-ում չկա որեւէ մեկը, որ ավելին է Նիկոլ Փաշինյանից իր փորձով, քաղաքական, կազմակերպական, մարդկային նկարագրով՝ երկրորդ, եւ երրորդ՝ Հայաստանը ոչ միայն համավարակային ճգնաժամի մեջ է, այլեւ՝ կառավարման, որից ելքը, որքան էլ անհավանական է թվում Նիկոլ Փաշինյանի վարչապետության պարագայում, կառավարության կառուցվածքային ու կադրային փոփոխություններն են՝ անհրաժեշտ համալրումով ոչ ՔՊ-ականներով, փորձառու ու «նախահեղափոխական» անցյալ ունեցող մարդկանցով: Եթե, իհարկե, նրանք համաձայնեն ստանձնել կամիկաձեի դեր՝ այս պայմաններում ու Նիկոլ Փաշինյանի հետ աշխատելու առումով»:
