ԱԱԾ-ն կարող է ծառայել ազգային շահերին կամ հակառակը

Ուժայինների նշանակումը շաբաթվա անակնկալ նորությունն է, ինչը շատերի համար մնում է անբացատրելի։ Ի՞նչ իմաստ ուներ, օրինակ՝ ԱԱԾ նոր պետի նշանակումը։ Վարչապետ Նիկոլ Փաշինյանը ամիսներ առաջ խոսեց երկրում օտարերկրյա գործակալների առկայության մասին։ Եթե ՀՀ-ում առաջիկայում ռուսական լրտես կբացահայտվի, ապա լուրջ բան է փոխվել։ Եթե՝ ոչ, ապա այս նշանակումն իմաստ չունի։ Իսկ եթե ԱԱԾ-ն ծառայելու է պետության առաջընթացին, ապա ենթադրելի է, որ առաջիկայում Լյուստրացիա պիտի իրականացվի։
Վարչապետ Նիկոլ Փաշինյանը ԱԱԾ նորանշանակ պետի առաջ, ենթադրաբար, դրել է արժեքային հստակ պահանջներ, որոնք նախկինում չեն դրվել, երբ նույնիսկ պարկեշտ և հայրենասեր կադրերը օծվում էին ոչ թե որպես ՀՀ, այլ ռուսական շահերը սպասարկող, և ծառայում նախկին գաղութարարին։ Պատմությանը հայտնի են նաև հակառակ տրամաբանությամբ դեպքեր, երբ երիտասարդ, անփորձ կամ վիճելի ծագմամբ կադրերը ճիշտ արժեքային հրահանգավորման դեպքում դարձել են ինքնիշխանության նվիրյալ պաշտպաններ։ Այսօրվա անվտանգային խնդիրների մի մասը ֆինանսական բնույթ են կրում։ Եթե նոր նշանակումը բեկումնային է լինելու, ապա ֆինանսական շահերը կփոխարինվեն արժեքայիններով։ Եթե չեն սահմանվել հստակ արժեքներ, գաղափար, իդեալ, ապա միակ չափորոշիչը կրկին կլինի փողը։ Հարկ է հաշվի առնել, որ Հայաստանի հակառակորդներն ավելի շատ փող ունեն, քան կարող է առաջարկել Հայաստանը։ Եվ եթե Փաշինյանի կողմից ԱԱԾ նորանշանակի առջև չեն դրվել արժեքային հստակ սահմաններ, ապա վերջինս, կարող է կրկնել նախկինների սխալն ու բացթողումը, գայթակղվել նույն մեղքով և նույնկերպ գործել Հայաստանի դեմ։
Պետական պաշտոնյային կառավարելու գործուն միջոց է կոմպրոմատը, որը կիրառվում է որպես շանտաժի լծակ։ Այստեղ էլ հակառակորդներն ավելի հարուստ են, եթե հաշվի առնենք, որ ԿԳԲ-ի արխիվները ոչ միայն չեն բացվել, այլ, ըստ ասեկոսեների, գտնվում են այլ երկրում։ Հետևաբար՝ կոմպրոմատային շանտաժները չեզոքացնելը ազգային անվտանգության խնդիր է։ Եվ ակնկալվում է, որ իշխանություններն ու, մասնավորապես, ԱԱԾ-ն առաջիկայում կազատեն քաղաքացիներին ԿԳԲ-ական ավանդական ճնշումից, մանիպուլյացիայից և շանտաժից։
Մեր պաշտոնյաների մի մասը չարամտորեն կամ միամտաբար կասկածում է, որ Հայաստանն անկախ է։ Այս առումով՝ իշխանություններն, այդ թվում՝ ԱԱԾ-ն պարտավոր են բացահայտել և պատժել անկախությունը կասկածի տակ դնողին, ինքնիշխանության դեմ հրապարակավ արտահայտվողին (օրինակ՝ ՀՀ քարտեզը կիսատ գծողին)։ Եթե ԱԱԾ նոր պետին նշանակել է ՀՀ վարչապետը, ապա այս հարցում բան կփոխվի, և անկախության, ինքնիշխանության դեմ խոսողն ու գործողն անպատիժ չեն մնա։ Եթե ԱԱԾ թիրախում կլինեն օտար՝ հայ ժողովրդին և Հայաստանին չառնչվող հետաքրքրությունները, նշանակում է՝ «նշանակումն» արվել է դրսից։
